The tasis for Elcrent Report l'C-40503-SQN, Revision 3 is Employee Concern EX-85-161-001 which states:
"Cr valve inspection (Test 70), Quality Control verifies the proper valve cark nunter tag, which is installed by the warehouse or vendor and is of ten,iust a paper or metal tag which can be removed or replaced by anjene.'
"If the valve has been substituted from what the drawing lists, the bill of material does not properly reflect the change, tio paper work is provided to Watts Ear engineering to document than it is an acceptable replacerent. Mary substitutes have come in from Hartsville, Phipps Bend and Yellow Creek and are a different type than what the drawing calls for.
Cheek Unit 2, steam generator blowdcwn system as an exarple."
Only the first paragraph was evaluated in this report. The remaining portion was adoressed by the licensee in AC40301, "Valve Substitution as Related to f:sterial Control." This concern was evaluated by the licensee as potentially nuclear safety related and potentially applicable to Sequoyah (generic).

OF ISSUES Two issues were identified:

l III. EVALUATION The Erployee Concerns Task Group evaluator concluded that valve mark number ta,qs are not used by Office of huclear Power personnel to identify valves installeo at Sequoyah, In Inspection Reports 50-327/67-44 and 50-328/87-44, the NRC staff reviewed j
eierent report MC-40503-SQN, Revision 3 and TVA's procedures, valve data sheets, purchase orders and bills cf materials and held conversations with licensee persor.r.el at Sequoyah. The evaluation is contained in the folicwing 4tatenents:
During the original procurement phase of the project, the TVA Department of huclear Engineering hac utilized the "mark numbers" to identify the various similar items contained on the bill of materials drawings for the purpose of tabulatirig the quantities of the purchased items.

For valves, the mark numbers and quantities were then entered en the Valve Data sheet, which identifiec all applicable technical requirements

for each individual type of valve appearing on the bill of materials, in f
this way, several Valve Data Sheets could be attached to a purchase order i
form to fecilitate ordering.
When these bulk quantities were received, mark number tags were attached in order to identify the bill of material to which they pertained.
It shoulc te noted that these mari: rumber tags were attached in addition to therequiredperrnanentnameplatesand/orcodedateplptes.
Currently, such snall quantities of vah ?s are being purchaseo for a specific purpose (i.e., system modification or direct replacement) that

the technical requirements can be listed in the body of the purchase order without the need for attaching a Valve Data Sheet. Therefore, r
there is no lor.ger a need to assign a mark number to these items, and such a number is no longer being used to identify valves in either l
4 purchasirig, receiving, warehousing, or installation tasks.
I A review of applicable precedures reveals that trere is no requiretent for, or even mention of, mark number tags during either procurement er i
installstion.
IV. CONClus!ONS i
There is no reto for valve rark number tags to ensure that the correct type of valve is installed in the specified location.
The staff concluded that the licensee's investigation and resolution of the concern l
were acequate.
