"Handling of equipment in storage and during and after construction is poor.

Equipment in many cases is in poor concition and filthy dirty inside and outside.

Environments and fire protection for storage is inadequate."

Tnese concerns were evaluated by TVA to be potentially nuclear safety related and potentially applicable to Sequoyah (raneric).

Summary cf Issue The problems as defined by TVA are (a) inadequate material segregation curing receipt anc storage and (c) inadequate environmental control and protectics th-ough installation.

E.aluat':n Tne NRC inspectors reviewed Element Report MC 40400-SQN, Rev. 3, with "Supplemental Corrective Action Plan, ECTG Element Report 400.00" dated Parch 2, 1987, and the related Employee Concern Task Group (ECTG) file and discussed the Element Report with the ECTG evaluator and other TVA personnel.

TVA reviewed the WBN ECTG Element Report, SQN NSRS Report, applicable site ad..inistrative procedures for adequacy and responsible personnel

.ere interviewed.

It was determined that the NSRS Report had not adecuately addressed field storage or storage during construction.

j Walkdowns of various site storage areas identified numerous deviations from site procedural requirements and industry standards.

l Although several of the identified discrepancies were on non-CSSC material, the overall conclusion was that storage environments and material segregation controls had not been maintained in accordance with recuirements.

TVA also concluded that inspections and tests during construction, modification, maintenance, and normal operation should identify deficient material resulting from improper storage, including adverse conditions that by their own natu.e might not be evident for sometime.

The root cause of these deviations were determined to be a lack of attention to detail by responsible organizations and misinterpretations of the requirements in the site procedures.

i The corrective actions completed or to be performed' included correction of identified deficiencies and revisions and clarification of TVA I

specifications and site administrative, maintenance and QA procedures.

hone of these corrective actions were identified as restart items by TVA.

Conclusion i

The NRC staff concludes that TVA's investigation and resolution of the concern as described in Element Report MC 40400-SQN is adequate.

No further NRC action is required.
