License Amendment Request to Update the Licensee Designation of Authority Title for the Fort St. Vrain Independent Spent Fuel Storage Installation, Docket 72 0009, Materials License No. SNM-2504 (CLN250095)

Dear Sir or Madam:

Pursuant to 10 CFR 72.56 and as documented in the enclosure, the Department of Energy, Idaho Cleanup Project (DOE ICP), requests an amendment to U.S. Nuclear Regulatory Commission (NRC)

License SNM-2504.

This License Amendment Request (LAR) would revise the SNM license and applicable Technical Specifications (TS) to modify the title of the designated DOE licensee position with the authority to serve as the Secretary of Energys authorized representative in accordance with NRC regulations at 10 CFR 72.16(b). These documents currently assign licensee authority under the license to the Deputy Manager, Idaho Cleanup Project (ICP). The LAR removes the specific position title Deputy Manager, Idaho Cleanup Project and designates the Manager for the Idaho Cleanup Project (ICP),

as the designated authority and authorized representative in all matters regarding the license. The designation would be effective upon approval of this LAR. Additionally, proposed changes would make editorial corrections to Limiting Conditions of Operation (LCO) 3.3.1 and TS 5.5.2.6 to reflect changes that were both approved under License Amendment 10 but were inadvertently omitted from Amendment 11. The LAR also includes a reference correction for TS 5.5.1.d, a punctuation correction for TS 5.5.2.5, and corrects other title changes to refer to Department of Energy (DOE)

ICP instead of DOE Idaho Operations Office (DOE-ID) and a change to 5.4.1 to update the title for the Idaho National Laboratory. Other minor editorial and formatting changes are included in the LAR.
