SAFETY EVALUATIONS ON THE TENNESSEE VALLEY AUTHORITY EMPLOYEE CONCERNS SUBCATEGORY REPORTS -

BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2 AND 3 This letter forwards our safety evaluations of the Tennessee Valley Authority's (TVA), subcategory reports submitted as part of the Employee Concerns Special Program (ECSP) and relevant to Browns Ferry Nuclear Plant.

Our safety evalua-'ions of the Sequoyah Nuclear Plant employee concerns were transmitted to you in letters dated March ll, 1988 and November 4, 1988.

TVA classified the employee concerns in the ECSP into the nine functional cate-gories listed in Table 1 and determined that about 700 of more than 5800 employee concerns in the ECSP were potentially safety related or safety significant to Browns Ferry.

These categories were further separated into 107 Subcategory Reports.

Our safety evaluation on the programmatic aspects of the ECSP was transmitted to you in a letter dated October 6, 1987.

The staff's safety evaluations listed in Table 2 of Enclosur'e 1 and contained in Enclosure 2, cover the Browns Ferry employee concerns issues which the staff considered to be a representative sample.

The remainin~g topics were covered, in general, by the staff's review of restart issues.'VA's evaluations of the employee concerns in the Management and Personnel and Industrial Safety categories concluded that there were no safety-related con-cerns in these categories.

The staff's safety evaluations on these categories were forwarded in letters dated August 24, 1987 and December 14, 1987.

Employee concerns in the Intimidation, Harassment and Wrongdoing category were removed from the ECSP and assigned to the TVA Office of Inspector General for investigation.

The staff's evaluation of the resolution of these employee concerns is contained in a letter dated October 8, 1987.

Based on the enclosed safety evaluations, the staff concludes that TVA has sufficiently resolved the restart employee concerns in the ECSP to support the restart of Browns Ferry Nuclear Plant, Unit 2.

This completes the staff's evaluations of the employee concerns subcategory reports for Browns Ferry.

TASLE I EMPLOYEE CONCERNS FUNCTIONAL CATEGORIES 10000 Construction - Concerns about the adequacy of construction practices, maintenance of in-storage and installed equipment prior to turnover to Operations personnel, use of measuring and test equipment during construc-tion, construction testing activities, and the quality of facilities as actually constructed (excluding welding and plant features built in accord-ance with design).

20000 Engineering - Concerns about the adequacy of the design process and of the plant features as originally designed.

The design process consists of the technical and management processes that commence with the identifi-cation of design input requirements and lead to and include the issuance of design output documents.

30000 Operations - Concerns dealing with specific areas of the design, construc-tion/modification, reliability, accessibility, operation, and maintenance of various mechanical, electr ical, and radiation monitoring equipment and instrumentation;

also, concerns about the adequacy of various nuclear power programs and procedures, including certain training and qualifica-tion programs, health physics procedures, radiation control programs, sur-veillance and test procedures, maintenance
program, and security program.

40000 Material Control - Concerns about the adequacy of material, including its procurement, receipt, handling, installation, and storage, and the adequacy of procedures governing material control.

50000 Melding - Concerns about any aspects of welding, including welder or weld procedure qualification, weld inspection, nondestructive examination, heat treatment, weld quality, filler material quality, and weld documenta-tion.

60000 Intimidation, Harassment, Mrongdoing or Misconduct - Concerns about per-sonnel conduct that interferes with the ability of employees to fulfill their assigned responsibilities, unauthorized actions taken against employees for raising safety concerns or fulfillingtheir assigned responsibilities, and illega'l activities or violations of TN policies and regulations by employees.

70000 Management and Personnel - Concerns about the adequacy of policies, management attitude and effectiveness, organization structures.
