50-259 50-260 AND 50-296 1.0 STATEMENT OF EMPLOYEE CONCERNS Employee Concerns Subcategory Report 31000 addresses employee concerns in the areas of operator training and qualifications, operator performance, and operations procedures.
The report contains the results of TVA's investiga-tions of 57 employee concerns for all nuclear power sites.
2.0
SUMMARY
This subcategory is comprised of 57 employee concerns grouped into four elements as follows:
Element"310:Ol - Operations Programs/Procedures Inadequate Element 310.02 " Operator gualifications Element 310.03 ; Operations Procedures Need Clarification, Rewritten, and Used Element 310.04 - Procedure Violations Many of the employee concerns were interrelated and the elements were further divided into individual issues.
TVA investigated each site-specific issue and then considered the issues for applicability to other sites.
The subcategory report identified one concern site-specific and one concern applicable to Browns Ferry.
The remaining concerns were found to be either invalid or specific to other sites.
One concern was found to be valid at Browns Ferry and it involved the control of temporary tygon tubing to prevent overpressurization of the tubing.
- 3. 0 EVALUATION The licensee s investigations are summarized in the subcategory report.
The staff's evaluations of TVA's investigations and subsequent corrective actions for Browns Ferry are discussed in the following paragraphs.
Element 310.01 contained 33 employee concerns regarding inadequate operations programs and procedures at Matts Bar and Sequoyah.
The subcategory report said the concerns were either invalid or not applicable to Browns Ferry.
The staff accepts the licensee's response.

f Element 310.02 contained 18 employee concerns regarding inadequate operator qualifications.
One concern was initiated at Browns Ferry and dealt with inadequate Shift Engineer training in electrical station operation which could result in excessive delays in restoring offsite power to the plant in the event of an emergency.
The subcategory report said the concern was not valid at Browns Ferry.
All Shift Operating Supervisors (SOS) and Assistant SOS's receive NRC"required training in electrical station operation.
The training addresses both offsite and onsite electrical
- systems, and all aspects of switchyard design and operation.
Based on the NRC operator training requirements and requalification programs, the staff concludes that the issue raised by this employee concern is adequately addressed for Browns Ferry.
TVA said the remainder of the concerns were either invalid or not applicable to Browns Ferry.
The staff accepts the licensee's response.
Element 310.03 contained three employee concerns regarding deficiencies in the content and use of operations procedures at Watts Bar.
One concern had generic applicability 'to Browns Ferry.
The concern dealt with inadequate
. procedure adherence and valve control for temporary tygon tubing installed using a Temporary Alteration Change Form (TACF) at Watts Bar.
Specifically, improper control of the root valves for steam generator upper and lower taps to which temporary tygon tubing was attached for level indication led to overpressurization of the tubing.
This allowed the tygon tubing to blow off the fitting when a leaky valve pressurized the steam generator.
The concern was generic to Browns Ferry because tygon tubing is used for temporary vessel level monitoring during a vessel drain down for jet pump work.
The tubing is also used when repairing the recirculation riser piping.
As a result, Corrective Action Tracking Document (CATD) 31003-BFN-01 was initiated to resolve the issues.
The corrective action plan was to revise the BFN site clearance procedure to require tygon tubing utilized for temporary level indication to be controlled by a caution order.
The staff concluded that implementation of this corrective action would resolve the employee concern.
The subcategory report said the remainder of the concerns were either invalid or not applicable to Browns Ferry.
The staff accepts TVA's evaluation results and corrective actions for these concerns.
Element 310.04 contained six employee concerns regarding specific examples of the failure to follow procedures at Watts Bar.
TVA said the concerns were not applicable to Browns Ferry and the staff accepts the licensee's position.
4.0 CONCLUSION
Employee Concerns Subcategory Report 31000 "Operations/Operational",
found that one of the 57 employee concerns required corrective actions at Browns Ferry.
The staff evaluated TVA's investigations and corrective actions and concluded that the implementation of the proposed corrective actions will provide an adequate resolution of the concern.
