Sequoyah Nuclear Plant, Units 1 and 2 The staff has completed its review of the Nuclear Safety-Related Criteria of the Employee Concern Special Program (ECSP).

These criteria have been used by i

TVA to screen nuclear safety related employee concerns from nonnuclear safety concerns for all ECSP categories and was used as the basis for excluding the submitte.1 of element reports documenting TVA's resolution of the concerns in the Managecent and Personnel and Industrial Safety Categories of the ECSP. These critaria are in Attachment ~C Revision 3 of the program description procedure ECTG P,1 of the ECSP and include fire protection, security, emergency plancing, and radiological control issues as requested by the. staff in its letters dated February 13 and 20, 1966. We find that the Nuclear Safety-Related Criteria for the ECSP are sufficiently conservative and, therefore, are acceptable to the staff.

These criteria have been used by ECSP as the basis for excluding the submittal of element reports documenting TVA's resolution of the concerns in the Management and Personnel and Industrial Safety Categories of the ECSP.

They have not been used to exclude any

employee concerns applicable to Sequoya'. Liat are in the other ECSP categories.

These criteria are in Attachment'C of the program description procedure ECTG M.1 of the ECSP and include fire protection, security, energency planning, and i

l radiological control issues as requested by the staff in its letters dated February 13 and 20,1986. The staff's review included the NRC audit team inspection of February 3,1987, at the Watts Bar site and the two staff letters referenced above. We find that the Nuclear Safety Related Criteria for the ECSP are sufficiently conservative and, therefore, are acceptable to the staff.

The evaluations by the staff on the acceptability of excluding tne submittal of element reports documenting TVA's resolution of concerns in the Management and Personnel and Industrial Safety Categories will be issued soon. We will continue to inspect the use of the criteria.
