SAFETY EVALUATION ON THE TENNESSEE VALLEY AUTHORITY EMPLOYEE CONCERNS SPECIAL PROGRAM Re:

Sequoyah Nuclear Plant, Units 1 and 2 Enclosed is the staff's Safety Evaluation on the Tennessee Valley Authority Employee Concern Special Program (ECSP). This evaluation includes the NRC l

inspections during the periods of July 15-18, September 30 to October 4, i

and October 21-25, 1985; January 21-24, April 8-11, June 10-12 and August 26-28, l

1986; and February.3-5, 1987; the staff evaluations in its letters-dated February 13, 1986 and June 9 and July 31, 1987; and the meeting of June 1,1987.

l The evaluation is based on the Employee Concern Task Group (ECTG) procedures up to Revision 5 submitted July 8, 1987. The ECSP set up_the ECTG in 1986 to evaluate the employee concerns received prior to February.1,1986.

Based on its review, the staff concludes that the ECSP contains acceptable procedures and guidelines for ECTG members to evaluate and provide corrective actions for the employee concerns which were raised prior to February 1,1986.

The new Employee Concern-Program which will address the employee concerns I

received on and after February 1,.1986, will be addressed in a separate evaluation by the staff. The staff review of the 317 TVA Sequoyah element i

reports and the TVA subcategory and category reports will be the subject of I

separate NRC safety evaluations.
