Amendment No. 14 revises the certificate and technical specifications to add three new heat loading patterns for MPC-68M, reduce the minimum cooling time to 1 year for all fuel types in MPC-68M, allow the use of a damaged fuel isolator for damaged fuel stored in MPC-68M, and modify the description of the vents in the overpack in the CoC.
