Introduction GHD Services Inc. (GHD) on behalf of Holtec Decommissioning International (Holtec), has prepared this addendum to the Hydrogeologic Investigation Report (HIR) as part of the continued and ongoing effort to identify and report groundwater conditions within the boundaries of the plant at the Oyster Creek Generating Station (Station) in Forked River, New Jersey (see Figure 1.1). The Station is defined as all property, structures, systems, and components owned and operated by Holtec located on US Route 9 South in Forked River, New Jersey. The approximate property boundaries are depicted on Figure 1.1. High resolution satellite aerial images of Parcel 1 (Licensed Site) and Parcel 2 (Additionally Owned Property) are depicted on Figures 1.2 and 1.3, respectively.
This HIR addendum was prepared to be used for the License Termination Plan (LTP).This report was reviewed by Station personnel and the Station informed GHD that there have not been any significant changes at the Station since this report. GHD used the information supplied by Holtec to prepare this HIR.

Station Description The following section presents a summary of the Station location and definition, overview of Station operations, surrounding land use, and an overview of regional and Station specific topography, surface water features, geology, hydrogeology, and groundwater flow conditions. An overview of the groundwater use in the area is also presented.
2.1 Station Location The Site is located at 741 US Route 9 in Lacey and Ocean Townships, Ocean County, New Jersey and is located to the west of US Route 9. For the purposes of the PA, the Site is addressed as two distinct areas: Oyster Creek Nuclear Generating Station (OCNGS) and former Finninger Farm Property.
OCNGS (the Licensed Site)
The OCNGS is situated on two tax parcels. The nuclear power generating activities were confined to the 139.6-acre parcel (Block 1001, Lot 4.02) bounded by US Route 9 to the east and the intake canal to the north, west, and south.
The second lot is a 12.01-acre undeveloped parcel located in Ocean Township (Block 41, Lot 43).
The nuclear power generating facility and associated structures were constructed between December 1963 and December 1969. The remainder of the Site consists of the South Branch of the Forked River, a portion of which was enhanced and modified for use as non-contact cooling water intake and discharge canals for the plant, and wooded, vegetated, and marsh land.
Former Finninger Farm (Additionally Owned Property)
The former Finninger Farm Property consists of approximately 626 acres located to the east of Route 9. This area is primarily vegetated and undeveloped. The Intake Canal flows from Barnegat Bay along the northern portion of former Finninger Farm Property, and the Discharge Canal flows from the Station to Barnegat Bay along the southern portion of former Finninger Farm Property. The South Branch of Forked River runs across the northern side of the Station and Oyster Creek partly borders the southern side. In 2018, the New Jersey Department of Transportation (NJDOT) purchased the dredged spoil area, which was previously contained within Former Finninger Farm Property and occupied approximately 17 acres. The area housed about 180,000 cubic yards of riverbed dredged from the Forked River and Oyster Creek in 1978, 1984, and 1997 and was then expanded to approximately 40-acres upon NJDOT ownership in 2018.
The Site is shown on Figure 1.3.
GHD l Holtec Decommissioning International l 11197486 l Hydrogeologic Investigation Report-Addendum 2 2.2 Station Setting The following sections present a summary of the topography, surface water features, geology, hydrogeology, and groundwater flow conditions in the region surrounding the Station. The information was primarily gathered from Sections 2.1 and 2.5 of the Oyster Creek Updated Final Safety Analysis Report (UFSAR) Revision 16, dated October 2009.
2.2.1 Topography and Surface Water Features The Site lies within the Coastal Plain Physiographic Province. According to the New Jersey Geologic Survey the Coastal Plain Physiographic Province is generally a seaward-dipping wedge of Cretaceous and Tertiary sediments sloping gently to the southeast from 10 to 60 feet per mile.
The topography of the Site is generally flat with elevations ranging from approximately 10 to 23 feet above mean sea level.
Land surface elevation near the center of the Site is approximately 18 feet relative to NAVD 1988. Based on observations during the Site reconnaissance, the Site is relatively flat with a slight decline to the north and south towards the South Branch of the Forked River or Oyster Creek, depending on location within the Site. There is also an overall slight decline in elevation to the east towards Barnegat Bay.
The South Branch of the Forked River and Oyster Creek both flow generally eastward where they join Barnegat Bay.
Non-contact cooling water intake and discharge canals are also located near the Sites center and draw water from the South Branch of the Forked River and discharge to Oyster Creek.
The nearest surface water bodies to the Site include the South Branch of the Forked River (north of the Forked River Easements) and Oyster Creek (south of the Forked River Easements). In addition, man-made intake and discharge canals, designed to provide non-contact cooling water to the OCNGS, are located along the north, west, and south sides of the OCNGS and connect the South Branch of the Forked River with Oyster Creek.
2.3 Area Groundwater Use On-Site Groundwater Use The Station's potable water supply was connected to the Lacey Municipal Utilities Authority (LMUA) in 2024. Prior to this the Stations potable water was formerly supplied by the North Domestic Water Well (PWSID #1512386);
however, the PWSID was retired and this well was re-permitted as an industrial supply well. The South Domestic Water Well was abandoned in 2024. The 145-foot-deep north well was installed in 1987 and withdraws water from the Kirkwood Formation.
Off-Site Groundwater Use Water supply wells are present, at and near, the Station. An estimated 83 percent of the population of Ocean County, New Jersey is served by public water supply. Based on volume, groundwater withdrawals accounted for approximately 87 percent of the public water supply (USGS, 2004).
Since the early 1990s, the source of water for indoor use and domestic use by area residents has been transitioned from private to public supply sources (URS GWC, 2000). Within a 5-mile radius of the Station, water supply wells typically are 60 feet or more in depth, penetrate at least one clay unit to preclude saltwater intrusion or leachate infiltration from septic fields, where present, and yield water from unconsolidated deposit aquifers, typically the Cohansey or Kirkwood Formations (WCC, 1984).
Three drinking water wells near the Station are routinely sampled for radionuclides as part of the Stations REMP. A list of the wells and location descriptions are provided below (TBEES, 2009):
Ocean Township Municipal Utility Authority Well located 1.6 miles south from the Station. The reported depth is approximately 360 feet.

The reported depths are greater than 200 feet.
There are also three irrigation wells that are east of U.S. Route 9. These wells are located in Lacey Townships Clune Park approximately 1.2 miles east of the Station, in the southwestern corner of the Forked River Beach development The wells are completed in the Cohansey Formation and have depths ranging from 65 to 125 feet bgs. By Lacey Township municipal ordinance these wells cannot serve as a drinking water source and are used for irrigation or other outdoor, non-potable uses.
JCP&L There are eight water supply wells on the JCP&L property located west of the Station. These eight wells supply water for fire protection (four wells), process water for the combustion turbine system (2 wells) and domestic water supply (2 wells). One of the fire protection wells (DW-2) and one of the process water supply wells (JCP&L-2) are installed in the Cohansey Formation, while five other wells are installed in the Kirkwood Formation. It is likely that the remaining fire protection well (SW-1) is also installed in the Kirkwood Formation, though it has not confirmed.
As part of the investigation of non-radiological impacts at the firing range located on the JCP&L property, 11 monitoring wells were installed in and around the range. Non-radiological groundwater impacts were identified in one of these monitoring wells. The groundwater impact is completely delineated and will be addressed through an institutional control implemented by JCP&L.
2.4 Off-Site Water Well Inventory An initial water well inventory was completed during the 2006 HIR. The water well inventory was updated in 2010, 2016 and 2022 as part of the on-going RIW activities. The following presents a summary of the 2010, 2016 and 2022 off-Site water well inventories.
NJDEP 1-mile, 2-mile and 5-mile Radius Water Well Searches Previous well searches were completed for the site beginning in April 2010, which included a 2-mile manual radius well search for private, public, and industrial supply and monitoring wells and a 5-mile pumping/diversion well search.
The initial well search yielded approximately 2,000 domestic industrial, and public supply well records existed based on the data provided by NJDEP in 2010. Since the records did not contain accurate locational information, it was not possible to confirm that all of these wells were located within 2 miles of the site. The follow up one-mile well search in 2016 yielded records for two wells installed within 1 mile of the site after June 2010.
In March 2022, GHD performed an additional water well search on the NJDEP Water Well database, using the same search criteria used previously in the July 2016 search. The search yielded 4 additional wells since the July 2016 water well search was completed, all for irrigation use.
Additionally, there are currently Lacey (§329-2) and Ocean Township (§400-3) ordinances requiring connection to the public water supply when a water pipeline is available in the public street adjoining the property. A public water main exists within South Main Street (State Route 9) which adjoins the OCNGS.
The potentially potable well location figure included in the previous HIR did not depict the water line. An updated potentially potable well location figure is included as Figure 2.1.

Groundwater Flow Monitoring Update Field activities evaluated for this HIR Addendum were completed as part of the ongoing RGPP and groundwater investigations. A Station vendor, Normandeau Associates (Normandeau), have routinely collected groundwater elevation measurements. For this addendum, groundwater elevation data collected between April 2022 and April 2025 (7 rounds) was evaluated).
3.1 Results Summary This section presents a summary of the Station hydrogeology, updated for the period from April 2022 to April 2025.
This updated review was also completed to confirm groundwater flows are remaining consistent since the shutdown and to further evaluate the potential for flow to the east in the Cape May and Cohansey formations.
The water table aquifer extends from approximately 5 to 20 feet bgs beneath the Station property in the monitoring wells gauged during this period. This unconfined aquifer comprises the Cape May Formation and the underlying Cohansey Formation which is local confined by the 5-to 10-foot thick upper clay. The upper clay layer separating these formations was breached during construction connecting the two permeable formations in the area of the Intake/Discharge Canal and the Turbine Generator and Reactor Buildings.
Figures 3.1 through 3.14 present groundwater elevation contours based on water level data collected for the Cape May and Cohansey Formations.
3.1.1 Groundwater Flow Directions Cape May Formation Figures 3.1 and 3.7 present groundwater contours in the Cape May Formation. Convergent flow to the west, north, and south away from the eastern central portion of the licensed portion of the Station property toward the Intake and Discharge Canals which is consistent with pre-shutdown and post-shutdown conditions. These contours indicate that, within the footprint of the Station, the Intake and Discharge Canals are the primary discharge areas within the footprint of the Station. The Intake and Discharge Canals are Cape May Formation groundwater discharge areas.
Based on these rounds of monitoring, the shutdown of the Station has not significantly impacted either the groundwater elevations flow direction in the Cape May Formation.
Cohansey Formation Figure 3.8 through 3.14 presents groundwater contours for the wells installed the Cohansey Formation. The groundwater flow direction is divergent (radial flow) from a hydraulic high in the central plant area (just south of the Reactor Building) to the north, west, and south is towards the canals. This pattern reflects a small groundwater mound caused by partial removal of an intervening clay layer during original facility construction. This is consistent with pre-shutdown and historical post-shutdown conditions. These flow patterns indicate that, within the footprint of the Station, the primary groundwater discharge area is Intake and Discharge Canals, which are receiving groundwater from the Cohansey Formation.
Based on a review of historical groundwater elevations within the Cohansey Formation, groundwater flow patterns have remained stable over time. The expected radial flow away from the mound toward the canal is evident, with only a minor eastward component observed in the power block area of the site. To evaluate whether historical groundwater elevations could reliably predict current flow conditions, GHD reviewed long-term water-level data trends in selected wells (W-10, W-66I, W-68I, and W-14). Results show variability without a consistent trend, confirming long term stability in flow direction and gradients. Under this assumption, east-northeast flow within the Cohansey Formation as depicted on the July 2016 groundwater contour map found in the 2022 HIR is limited to the power block area and still ultimately flows to the canal.
GHD l Holtec Decommissioning International l 11197486 l Hydrogeologic Investigation Report-Addendum 5 Potential eastward migration of the tritium plume was also assessed. Tritium results demonstrate confinement of the former plume to the western site area near the Reactor and Turbine Buildings, with non-detect results in eastern wells (LW-4 and W-3A). These findings indicate that tritium migration eastward with groundwater flow is not occurring; instead, the plume remains confined to the western portion of the site near the generator and reactor buildings.
The current Cohansey Formation monitoring network therefore provides sufficient monitoring coverage for ongoing groundwater flow and quality assessment. As a conservative measure, ground water monitoring wells L-4 and W-4B will be incorporated into the RGPP monitoring program since future intrusive decommissioning activities may create the potential to change subsurface conditions or mobilize potential residual ROCs.
The Conceptual Site Model is depicted on Figure 3.15

Radiological History The historical radiological events identified in the 50.75g records were assessed to confirm they are adequately characterized using the existing monitoring well network in the Cape May and Cohansey Formations. Monitoring wells were found to be located at or downgradient of each of the 50.75g locations, with the exception of five locations identified as baseline soil sampling locations which were not indicative of radiological impacts. Based on this assessment, the existing monitoring well network adequately characterizes the site.
A detailed summary, including identification of the monitoring well location at or downgradient of these areas is included in Table 4.1. The 50.75g locations are included on Figure 4.1.

ResRad Inputs Evaluation A comparison table of the RESRAD model and site-specific parameters gathered from the 2022 Hydrogeologic Investigation Report (HIR) is presented in Table 5.1. The table was prepared to compare the RESRAD Hydrogeologic Inputs used by BHI (as described in the Basement Fill Modet Report dated March 6, 2024) to any possible site-specific hydrogeologic information. It is assumed that the Contaminated Zone (CZ) details (area, thickness, etc.) used in the RESRAD model are correct and have a basis in the radiological investigation work completed by BHI.
In most cases when there was a site-specific parameter available, the value or a very comparable value was used in the RESRAD model input. GHD did note a few parameters where the RESRAD inputs could be updated. It appears that the depth to water used to determine the contaminated fraction below the water table were based on data from 2016. The alternate value GHD provided was based on the average depth to water data from 2021/2022. This slightly increased the fraction of the CZ below the water table from 0.7326 to 0.7635, increased the saturated zone thickness to 10.01 meters and decreased the unsaturated zone thickness to 3.1.
For both the contaminated zone and the saturated zone the hydraulic conductivity and hydraulic gradients used in the RESRAD model were from the Cape May Aquifer; however, the contaminated zone crosses the Cape May and Cohansey formations with a large portion within the Cohansey. GHD provided the Cohansey hydraulic conductivity and hydraulic gradients as options; however, the use of the hydraulic conductivity and hydraulic gradients of the Cape May are most conservative.
Finally, GHD noted the inputs for an unsaturated zone were provided; however, based on the conceptual site model in RESRAD, the unsaturated zone is considered a clean zone between the radiological contamination and the water table. The site-specific conceptual model, as depicted on figure 6-1 from the Basement Fill Model Report, shows the contaminated zone from immediately below the cover down to a depth below the water table.

Conclusions Based on the information provided in this HIR addendum, GHD concludes:
Groundwater Flow Groundwater flow in the Cape May and Cohansey Formations is affected by the construction of the Reactor Building, the Turbine Building, the Intake/Discharge Tunnels and the Intake and Discharge Canals.
Groundwater in the Cape May Formation flows towards and discharges into the Intake and Discharge Canals.
Groundwater in the Cohansey Formation flows radially outward from the center of the plant. Groundwater in the shallow Cohansey, within the licensed portion of the Station, discharges to the Intake and Discharge Canals.
Historical Radiological Release The existing monitoring well networks adequately characterizes the historical radiological release areas on the site.
ResRad Parameters The inputs in the ResRad model were based on site-specific data when possible and the inputs were conservative in nature. Additionally, the evaluation of the groundwater flow confirming no significant flow to the east confirming the groundwater is discharging to the canal. These hydraulic gradients have remained consistent based on a review of the additional post shutdown groundwater elevation data presented on the groundwater contour maps in this report.
