RSCS TSD 25-090 Revision 0 Page 3 Soil DCGL Values Assuming Residential Scenario With Drinking Water 1 Introduction This calculation documents the development of derived concentration guideline level (DCGL) values for soil in open land areas at the Oyster Creek Nuclear Generating Station (OCNGS) site assuming the less likely but plausible (LLBP) residential scenario with groundwater as a source of drinking water.

The residential scenario assumes that the OCNGS site is transitioned to a residential neighborhood consisting of single-family houses with enough land area to support a backyard garden. The critical receptor is a hypothetic individual who resides on the site year-round (i.e., does not leave the site for offsite employment), ingests garden vegetables grown in a backyard garden, uses untreated site groundwater as a drinking water source and a source of irrigation water for the backyard garden, and ingests aquatic food from the canal which is assumed to remain after license termination. The area of the backyard garden is 650 ft2, which is equal to the average garden size in NJ. Shielding due to the newly developed asphalt neighborhood roads and driveways is ignored. Additionally, there is no meat-or milk-producing livestock onsite.

Six RESRAD exposure pathways are assumed open: external gamma, inhalation, plant ingestion, aquatic food ingestion, drinking water ingestion, and soil ingestion. Closed RESRAD exposure pathways are meat, milk, and radon.

The conceptual model used for residential scenario is the same as that used in TSD 25-089 [1]. The model consists of 3 geologic strata: a contaminated zone (CZ), an unsaturated zone (UZ), and a saturated zone (SZ). The CZ is assumed to be uncovered, equivalent in size to the OCS Protected Area (PA), 124,400 m2.

The UZ, SZ, and groundwater in the SZ are assumed initially uncontaminated.

The DCGL values developed in this document correspond to the NRC dose criteria established in 10CFR20.1403 (i.e., 25 mrem/y).

2 Method of Calculation The RESRAD-Onsite code (v7.2) was used to calculate peak of the mean (POM) doses supporting DCGL development. DCGL values are calculated as follows:

DCGL, pCi/g = (25 mrem/y)/(POM dose, mrem/y per 1pCi/g) 3 Input and Calculations A site-specific suite of potential radionuclides-of-concern (ROCs) has been identified for the OCNGS site

[2] and is listed in Table 1. RESRAD-Onsite 7.2 automatically accounts for progeny radionuclides with input for several of the ROCs. Progeny radionuclides are also listed in Table 1.

The annual dietary fraction of aquatic food from the canal is set to 0.61, the 75th percentile value of the distribution is used as conservative input (see ENG-OCS-008 [3]).

The irrigation rate (IRr) for the garden is determined using equation 3.4.2 in ANL/EVS/TM-14/4:

The well pumping rate was determined using the method found in NUREG/CR-7267 [6] with an adjustment of the contaminated fraction for plants (fp) based on garden size and drinking water volume based on family of 4.

The maximum water use value was rounded up to 1.8 m3/y and selected as input for the Well Pumping Rate parameter. Risk-sensitive parameters for soil at the OCNGS site have been identified by probabilistic analysis (ENG-OCS-001). The 75th and 25th percentile values determined from the results of the probabilistic analysis were assigned as input for the identified risk-sensitive parameters. Input values and their basis for all RESRAD-ONSITE parameters are provided Table 2.
