Oyster Creek Groundwater Dose Calculation Methodology TSD-24-081 to Support the License Termination Plan Rev. 2 3 of 15 Introduction The U.S. Nuclear Regulatory Commission (NRC) radiological criteria for the unrestricted use of a site are established in 10CFR20.1402:

A site will be considered acceptable for unrestricted use if the residual radioactivity that is distinguishable from background radiation results in a TEDE to an average member of the critical group that does not exceed 25 mrem (0.25 mSv) per year, including that from groundwater sources of drinking water, and.

The total effective dose equivalent (TEDE) that meets the NRC criteria for unrestricted site release is the sum of dose contributions from the exposure pathways considered in the site's compliance scenario. As described in Oyster Creek 100 Year Land Use Outlook - Categorization and Justification report [1], future use of the OCNGS site is expected to remain as industrial due to existing site conditions and planned land uses. Consequently, an industrial use (IU) scenario has been chosen as the OCNGS site compliance scenario. The IU scenario includes four viable exposure pathways: external exposure, inhalation exposure, inadvertent soil ingestion, and aquatic food ingestion.

Groundwater as a source of drinking water has been excluded as a viable ingestion exposure pathway in the OCNGS IU scenario for the following reasons:

Lacey Township Ordinance § 329-2 explicitly prohibits the use of private potable wells where public water service is available. The ordinance is enforceable by the Township and reflects an intent to consolidate potable water use through public utilities and to eliminate unauthorized or redundant groundwater extraction points, particularly in residential and industrial areas.

A groundwater Classification Exception Area (CEA) established by NJDEP as part of a former owners non-radiological closure case requirement to monitor groundwater contamination plumes restricts groundwater use in a large portion of the site, particularly the yard area in the former power block area.

The exclusion of a drinking water pathway in the IU scenario does not mean that the radiological impact from potentially contaminated groundwater is ignored. The OCNGS derived concentration guideline levels (DCGLs) include the dose contribution from contaminated site groundwater through the aquatic food ingestion pathway, which is the only viable water-dependent exposure pathway for the OCNGS site.

This TSD outlines a conservative method for determining a potential dose from existing groundwater contamination delivered solely via the aquatic food ingestion pathway. The method relies on measured concentrations of radioactive contaminants in site groundwater samples and RESRAD-Onsite results from DCGL development.

Current Analyses Performed for OCNGS Groundwater Samples The OCNGS site groundwater is currently monitored for 5 categories of radionuclides: H-3, gamma-emitting radionuclides, gross alpha, gross beta, and hard-to-detect (HTD) radionuclides, such as Sr-90. Twenty-one potential radionuclides-of-concern (ROCs) for the OCNGS site have been identified in TBD 20-6002-1362, Radiological Selection for DCGL Development Oyster Creek Station Site Characterization Project [2], and each ROC is included in one of the 5

Oyster Creek Groundwater Dose Calculation Methodology TSD-24-081 to Support the License Termination Plan Rev. 2 4 of 15 categories of radionuclides. Table 1 lists the full suite of ROCs. Additionally, Table 1 lists the analytical method used to identify the ROCs.

Groundwater monitoring at the OCNGS site in conformance with NEI 07-07, Industry Groundwater Protection Initiative [3] has included extensive monitoring for most of the radionuclides identified in Table 1. Since the implementation of the groundwater protection program, H-3 is the only ROC that has been identified in site groundwater samples. However, in 2024 groundwater monitoring for C-14, Eu-152, Eu-154, Nb-94, Np-237, Pu-241, Sb-125 and Tc-99 were added to encompass the full suite of 21 radionuclides to obtain a baseline for each ROC in site groundwater.

As site decommissioning work progresses, the routine analyses for groundwater samples will continue. The groundwater dose calculation method developed herein supports the continued use of current groundwater analyses protocols.

As stated above, the critical receptor in the IU scenario receives a radiation dose through four viable exposure pathways:

external exposure, inhalation exposure, inadvertent soil ingestion, and aquatic food ingestion. Of the four exposure pathways, aquatic food ingestion is the only pathway influenced by site groundwater.

The RESRAD-Onsite (v7.2) code was used to model the IU scenario and develop DCGLs for the OCNGS site. The DCGL values include the doses from each of the four exposure pathways; therefore, the impact from groundwater is already included in the total dose associated with a DCGL value. The RESRAD-Onsite Uncertainty Reports provide probabilistic doses by pathway, and the RESRAD-Onsite Concentration Reports provide the groundwater water concentrations associated with the probabilistic doses. The dose calculation method described below uses the information in the RESRAD-Onsite reports to determine a potential dose from site groundwater solely via the aquatic food ingestion pathway.

Dose Calculation Method Step 1: Select the maximum measured concentration for each positively detected ROC (i.e., the ROCs measured concentration is greater than the critical level value) in analytical results for site groundwater samples.

The maximum probabilistic doses via ingestion of aquatic food at 1 year and the water concentrations associated with the doses were used in the development of the conservative DCFi values listed in Table 2.

Gross alpha analyses include plant-related alpha-emitting ROCs and alpha-emitting naturally occurring radioactive material (NORM). If the gross alpha results are greater than the Cm-244 concentration in Table 2, then:

use the Cm-244 concentration in Table 2 as a screening threshold to conservatively bound the potential uncaptured dose from alpha-emitters in site groundwater, or ii.

consider detailed alpha analysis in accordance with the OCNGS groundwater protection program to determine the concentrations of plant-related alpha emitters for aquatic food ingestion dose calculations.

Similarly, gross beta analyses include plant-related beta-emitting ROCs and beta-emitting NORM.

If the gross beta results are greater than the Sr-90 concentration in Table 2, then:
