BFM DCGLw/f Values Assuming Residential Scenario Without Drinking Water 1 Introduction This report documents the development of Basement Fill Model (BFM) DCGLw/f values with application of the Residential Scenario exposure pathways, excluding drinking water. The BFM incorporates the contributions to DCGLw/f values from 3 sub-scenarios: (1) an instantaneous release (IR) of concrete contamination to the fill material, (2) drilling spoils (DS), and (3) excavated concrete (EC). The residential exposure pathways are open in the evaluation of each of the 3 sub-scenarios. The RESRAD modeling for the BFM is described in detail is RSCS TSD 24-055 [1] and RSCS TSD 24-063 [2]. The DCGLw/f values are the summations of the dose contribution from each sub-scenario.
The Residential Scenario is considered a less likely but plausible exposure scenario for the OCNGS site. The scenario assumptions are:
The OCNGS site transitions to a residential neighborhood consisting of single-family houses, each with enough land area to support a backyard garden.
The critical receptor is a hypothetic individual who resides on the site year-round, ingests garden vegetables grown in a backyard garden, and ingests aquatic food from the canal which is assumed to remain after license termination.
Each residential structure is connected to the municipal water supply system already onsite, thereby making the municipal water the source for all drinking water and household water use.
The critical receptor installs a well to use untreated groundwater for the sole purpose of irrigating a 650 ft2 backyard garden (the average size in the State of NJ based on web search).
Shielding due to the developed asphalt neighborhood roads and driveways is ignored. There is no meat-or milk-producing livestock onsite.
The RESRAD exposure pathways assumed open are external gamma, inhalation, plant ingestion, aquatic food ingestion, and soil ingestion.
The meat, milk, drinking water, and radon are closed RESRAD exposure pathways.
The BFM conceptual model is described in TSD 24-055. In summary, the model consists of 2 geologic strata:
A contaminated zone (CZ) that is covered by 3ft of material that does not contribute to the source term and is 26.74% above the groundwater table and 73.26% below the groundwater table and the saturated zone (SZ).
Figure 1 depicts the BFM conceptual model.

2 Input and Calculations A site-specific suite of potential radionuclides-of-concern (ROCs) has been identified for the OCNGS site [3]
and is listed in Table 1. RESRAD-Onsite 7.2 automatically accounts for progeny radionuclides with input for several of the ROCs. Progeny radionuclides are also listed in Table 1.

Input for the annual dietary fraction of aquatic food from the canal is set to 0.61, the same fraction applied to critical receptor under the Industrial Use scenario (see ENG-OCS-008 [4]).
The irrigation rate (IRr) for the garden is determined using equation 3.4.2 in ANL/EVS/TM-14/4 [5]:

The probabilistic mode of the RESRAD-Onsite code was used to calculate ROC-specific peak of the mean (POM) doses associated with soil concentrations equal to 1 pCi/g. The POM doses were then used to develop the DCGLIR values.
Risk-sensitive parameters for the BFM instantaneous release have been identified (see RSCS TSD 24-055).
The 75th and 25th percentile values assigned to risk-sensitive parameters are included as input in the RESRAD-Onsite executions. Input values and their basis for all RESRAD-Onsite parameters are provided below.

The ROC-specific DCGLec values are calculated using Equation 10 in RSCS TSD 24-063:

AFcz,i = the area factor for ROC i corresponding to contaminated area of the excavated concrete, 872 m2 determined in RSCS TSD 24-063 (AF values from ENG-OCS-009)
Cec = unit concentration in the excavated concrete, 4.75x10-7 pCi/g per 1 pCi/m2 (RSCS TSD 24-063)
The AF for a CZ area = 872 m2 falls between values listed for CZ areas equal to 500 m2 to 1000 m2 (Table 4 in ENG-OCS-009). Except for C-14 and Tc-99, the AF value = 1 for all other ROCs for a 1000 m2 CZ area. An AF value = 1 was applied to all ROCs to increase conservatism.
