CPRRG MEETING, FEBRUARY 18, 1987 The Comanche Peak Report Review Group (CPRRG) met in the EWS building, Bethesda, Maryland, at 8:45 a.m. on February 18, 1987. The meeting was attended by G. Arlotto, RES; C. J. Heltemes, AE0D; C. Paperiello, RIII; J. G.oldberg, OGC; R. Hoefling, 0GC; R. Erickson, NMSS; R. Hartfield, IRM; P. McKee, IE; G. Klinger, IE; C. Williams, RIII; S. Collins, RI; T. Elsasser, RI; D. Crutchfield, NRR; J. Durr, RI; C. Y. Cheng, NRR; J. Wermiel, NRR; A. Vietta-Cook, NRR; and M. Virgilio, NRR.

Highlights 4

00-C Briefing on FOIA Procedures NRC has received an F0IA request for documents related to work of the CPRRG.

With regard to this request 0GC is drafting detailed written instructions for all participants to be issued by the. Chairman, CPRRG.

'Peport of Inspection Task Group The Inspection Assessment Task Group presented and briefed participants on its draft report. Ensuing discussion centered upon a summary table in the report i

which could be subject to' misinterpretation with possible misleading results.

Appropriate caveats, notes, etc. could be helpful in preventing readers from improperly " analyzing" data in the table. Clarification and qualifications regarding possible " gaps" in the inspection program might also be helpful to j

readers.

For example, it was noted that NRC's current construction program is J

more extensive than it was ten years ago.

Report of Safety Significance Task Group I

The Safety Significance Task Group presented and briefed its draft report to the CPRRG. Among matters discussed was the desirability of clarifying and j

differentiating between " safety significance" of a particular issue and " safety

1 implications" possibly stemming from the particular issue.

l Feport of 766 System Review Group The 766 System Review Group presented and briefed its draft report to the CPRRG.

It was noted that the 766 system was originally developed to record in one place pertinent management-oriented information for IE headquarters.

-2 Accordingly, the objectives of the system as stated in Manual Chapter 0535, dated August 20, 1976, appear not to encompass currently perceived needs of users, particularly in NRC regional offices.

Discussions with Issue Handling and Process Task Group The CPRRG held follow-up discussions with the issue Handling and Process Task Group. Numerous questions were raised concerning various aspects of the inspection process. Questions involved such wide-ranging matters as:

regional authority and its delegation through the staff to inspectors; NRC and regional policy and procedures regarding conduct of inspections; and the processing of inspection findings.
