7.h MISCELLANEOUS CHANGES TO 10 CFR PART 72 LICENSING REQUIREMENTS FOR THE INDEPENDENT STORAGE OF SPENT NUCLEAR FUEL AND HIGH-LEVEL RADIOACTIVE WASTE PURPOSE:

Amend Part 72 to correct inconsistencies and clarify certain sections.

e Amend purpose and scop ( to include spent fuel storage cask approval process.

Change requirement to submit all communications and reports to NRC's Document Control Desk and correct improper references.

Permit reactor licensees to submit annual dry cask storage effluent report to NRC at e

same time as annual reactor operations effluent report.

Amend event-reporting requirements to include information needed to review licensee's e

report.

Clarify monitoring requirements to differentiate wet and dry storage systems.

e Clarify requirement that control systems are not needed for dry storage systems.

e Clarify requirement for dry spent fuel storage on criticality control for dry storage e

systems.

Clarify requirement concerning previously approved quality assurance program in e

conformance with Appendix B of 10 CFR Part 50 for permanent storage of records.

OMB CLEARANCE PACKAGE The OMB clearance has been concurred in by IRM and OGC.
