UPDATE OF NRC DRAFT ACTION PLAll (NUREG-0660) i The Comission has requested that the TMI Action' Plan Steering. Group address those tasks in the Plan which are required for Near Term Operating Licenses (NTOL) and additional requirements to be inplemented on operating reactors in the near future beyond those already imposed.
We are tentatively scheduled to meet with the Commission on this subject on January 9,.1980.
In order ~to support this effort, Task Managers are to pull out those actions in the plan in their area of responsibility which are requirements Tor fuel load or full power operation of near term Ols, or which are to be implemented on any operating reactors within one year from (use February 1, 1981). The following is to be a accomplished and submitted to me by c.o.b. January 2, 1980:
Provide an updated description of the requirement (criteria).

Remember to incorporate this description into your living draft of the action plan.
b.
Provide an updated estimate:of the NRC staff' schedule and resources to issue this requirement and the resources (separately iden-tified by office) to review implementation.
In some cases, you may want to recoumend that these be only an IE audit of implementation ir, stead of In'iR's traditional review and approval process. Remember to amend your draft of 0669 to correspond to any changes you recommend.

DEC 211979 required of NT0Ls before full power operation or fuel load. However, the practicality of accomplishing an action must be balanced against such things as the necessity for early implementation or the avoidance of worker exposures..Another practicality consideration is that a large number of actions are being required.
By a rough count, approximately 50 actions are now specified in the plan as required of an NT0L before fuel loading, before full power or before mid-1980.
Another 20 actions are required before January 1981 and presumably require effort by licenses in the interim. Therefore, your assessment of the early imple-mentation items is very important. They should not be required just because they are quick and easy. The necessity of each individual item needs to be carefully cunsidered as you concentrate on the OR NTOL requirements for the immediate future in this exercise.
The overall updating of the plan described below should include your best judgment as to how to modify the staging (timing) of longer term actions in light of these more immediate OR and NT0L actions.
As a second effort, you should comence updating your section of the action plan.
In updating the Action Plan, the following material should be considered and included as appropriate:
(1) OPE comparison of President's and NRC's Response to Kemeny Comission Recommendations (Enclosure 1)
(2) ACRS comments concerning TMI issuse based upon ACRS Letters since TMI (Enclosure 2)
(3) OPE comments on TMI Action Plans (Enclosure 3)
(4) Commission comments and commitments to the Congress related to TMI (Enclosure 4)
(5) Comments provided by various Offices based upon their rqview of the 12/11/79 draft The next draft of the Plan will also be expected to specifically address the following:
(1) The method for obtaining and implementing the Commission's decision, i.e., separate commission paper, letter.to licensees, orders, rulemaking, etc.
(2) The references for'each task should be verified and corrected as necessary to incorporate ACRS, Presidential, and other sources of recomendations.
(3) Table 1 (revised 12/19/79), is to be reviewed and updated in parallel with the revision of each task. A copy of revised Table 1 is attached as Enclosure (5). Particular e

DEC 211979 attention should be directed toward updating licensing requirements for operating reactors, near term Operating Licenses and any longer term actions which should be started now, place an asterisk in the decision group column next to the appropriate symbol (A, B, C or D).
The text of the action plan task should be revised to reflect the need to start now.
Contacts in NRR, IE, and SD for each task are identified in Enclosure (6).
PLEASE REMEMBER - ALL CHANGES TO YOUR AREAS OF THE 12/10/79 DRAFT OF NUREG-0660 AND THE 12/19/79 REVISION OF TABLE 1 ARE TO BE KEPT AS HANDWRITTEN MARKUPS FOR EVENTUAL SUBMISSION TO THE STEERING GROUP. THIS IS VERY IMPORTANT S0 WE AND OUR EDITORS AND TYPSIST CAN KEEP TRACK 0F ALL CHANGES.
