Dear Mr. Stolz:

The Safety Evaluation Report (SER) for the Environmental Qualification of Safety Related Electrical Equipment was issued June 5, 1981 (Log No.

737).

The report addressed cnly the safety related electrical equipment potentially exposed to a harsh environment resulting from postulated

Loss of Coolant Accident (LOCA) or high energy line break (HELB). A (j

NRC meeting followed on the issues with all utilities July 7-10, 1981.

This letter (10 copies) constitutes the response to the SER and the meeting activities for the Davis-Besse Nuclear Power Station Unit No. 1.

This submittal is divided into two parts.

The first is " Equipment Qualificaticn Manual Diset 1sion Highlighting Methodology and SER Descrepanciea".

This document describes the details of the equipment review as well as responding to the SER deficiencies.

A cross reference system is provided to ease the transition from the SER deficiency to the specific response. The second part of the submittal includes six (6) volumes of the DB-1 Environmental Qualification Manual.

This updates in its entirely all systems and component information submitted tmder the 1E Bulletin 79-01B effort on this subject.

As a result of our detailed evaluation, several actielties will be continuing to finalize certified qualification on some equipment as identified on the appropriate equipment summary works'ect.

However, aone of the NF-defined deficiencies has altered our overall finding supporting the continued safe operation at Davis-Besse.
