Dear Mr. Novak:

This is in response to your letter dated March 16, 1981 relating to the October 24,1980 NRC Order of Modification of License Concerning the Environmental Qualification of Safety-Related Electrical Equipment at the Davis-Besse Nuclear Power Station, Unit No. 1 (DB-1).

You requested a review of the identified deficiencies and their ramifications to provide you an overall finding regarding continued safe operation of the Davis-Besse facility.

Toledo Edison has completed the review of the NRC staff's Equipment Evaluation Report.

No items were identified that were cet previously documented in our submittals to IE Bulletin 79-OlB of April 3, August 14, October 31, 1980 and January 30, 1981. None of the NRC defined deficien-cies has alt. red our overall finding supporting the continued safe oper-ation of Davis-Besse.

Toledo Edison's documented responses demonstrate the ability to bring the plant to, and maintain the plant in a sefe shutdown condition following the loss of coolant, or a high energy line break, using equipment that is qualified to perform its safety related function in any harsh environment that may result.

Revision 4 to Toledo Edison's response to IE Bulletin 79-015 is under

. preparation at this time. This revision will eliminate many of the identified deficiencies.
