Sienificant Chance and its Value/~.:act Endorsement of Subdivision 3.2.3 of ANS~.415.2.3-1973 Public 'ce==ents were received that expressed c:nfusica cver the position in Revision 1 of Regulatory Guide 1.39 that endorsed both the guidelines and the require:2nts ir. Subdivision 3.2.3,.cire Prctection and Preventien, of ANSI "15.2.3-1973, "Heusekeeping During :he Cor.structica Phase of.'!uclear :: war ?! ants". One c::: enter questioned GC's endorsement of Subdivision 3.2.3 because it lacked specificity and provided li:tle useful guidance. Another cc = enter disagreed with iRC's endorsement of -he guideline en fire watches because he was concerned that this position would rec.uire fire watches during and i ediately folicwing all welding operations.
.Also, it was identified that the reference to the :'ational.:f re Codes in Subdivision 3.2.3 was incorrect.

To avoid c:nfusion and possible c:nflicMng ;uidance, Regulat:ry Position C.2 has been revised so that Subdivision 3.2.3 of ANSI N45.2.3-1973 is not considered part of the guide.
The deficiencies in ANSI Ma5.2.3-1973 identified abcve have been brought to the attention of the respons-ible standard's committee and revisisn to the standard to correct these deficiencies is presently in progress.
Value/: cact The value of this change is that it will elimina:a any c:nfusien or potantial conflict concerning guicance on fire protecti:n and prevention.
There should be no impact, because the NRC's staff position and guidance concerning fire pr0tectica and preventica activities, including -he stationing of fire wc t:hes, is set forth =cre clearly and in much greater detail in other docum nts. -
