I ENCLOSURE 2 SUPPLEMENTAL SAFETY EVALUATION REPORT l

l FORT ST. VRAIN TECHNICAL $PECIFICATIONS FOR STEAM LINE RUPTURE DETECTION l

AND ISOLATION SYSTEM DOCKET N0. 50-267 The staff has reviewed the Fort St. Vrain licensee's informal comments regarding the Safety Evaluation Report (SER) relating to the Technical Specifications (TS) for the steam line rupture detection and isolation system (SLRDIS).

The licensee proposed the changes indicated below in order to provide additional detail and clarification of the SLRDIS in the SER to assist in interpreting the TS.

The changes concern page 2 of the staff's original SER, and as such, a revised page 2 is also included.

(1) LC0 4.4.1 (Paragraph Ib) - The licensee noted that in order to provide l

.the necessary detail to understand the SLRDIS TS, the SER should state specifically that the allowable rate-of-rise temperature setpoint for trip of the helium circulators should be between 52.3 and 52.8 per minute in lieu of the SER statement that this was a nominal range.

The staff considers this to be only a minor wording clarification and is, therefore, acceptable.

(2) LC0 4.4.1 (Paragraph Ic)

Action Statement 1 The licensee noted that Action Statement 1 of the proposed TS did not require any action to be taken in the event that at least 7 SLRDIS channels in both buildings were not made operable within 7 days.

Further action is to be taken in accordance with TS 4.0 which requires plant shutdown within the subsequent 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> rather than proceeding to a power level less than 2% within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> thereafter as stated in the SER.

This change is only a clarification of the TS and is, therefore, acceptable.

Action Statement 2 The licensee indicated that the TS requires inoperable channels to be placed in bypass but does not specify the 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> time interval for accomplishing this action as stated in the SER.

Because the 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> time limit for placing the inoperable channels in bypass is not significant, this change is acceptable.

(3) Conclusion l

Based on the above, the staff considers the licensee's proposed changes I

to the SLRDIS TS SER to be only clarifications to ensure consistency in interpreting the TS.

accepts the SLRDIS TS.

The staff, therefore, finds the changes to be acceptable.

The licensee deleted all references to the SPRDS which is being replaced by the SLRDIS.

SPRDS deletions were also made on pages j

4.4-8, 4.4-9,.4/4-12, 4/4-12a, 5.4-6 and 5.4-7.

The licensee added the above tables in order to incorporate the SLRDIS rate-of-rise setpoints for trip of the helium circulators l

with allowable values between 52.3 F and 52.8 F per minute.

.The licensee incorporated these additions in order'to specify the limiting conditions for operation with less than a full complement of operating SLRDIS channels and/or secondary side isolation valves actuated by SLRDIS.

The action statements require the following:

(1) Action Statement 1:

With only 7 operable SLRDIS channels in either or both buildings, the inoperable channel (s) is (are) to be placed in bypass within one hour or the plant power is to be reduced to 2% within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.

In the event of t

continued operation, the inoperable channel (s) must be returned to operable status within seven days.

(2) Action Statement 2: With only 6 operable SLRDIS channels in either or both buildings, the inoperable channels are to be I

placed in bypass.

The plant level shall be reduced to below 2%

l within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> whether the inoperable channels have been placed in bypass or not.

Operation at power may continue if at least 7 operable channels are placed in service in accordance with the provisions of Action Statement 1, above.

(3) Action Statement 3:

With the number of inoperable SLRDIS channels in excess of that permitted in Action Statement 1 and 2, the plant pcwer level is to be reduced to below 2% within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.

(4) Action Statement 4:

With a single inoperable SLRDIS valve or valve circuit, the inoperable valve or valve circuit.
