Dear Mr. Berkow.
This letter is a submittal of proposed changes to the Fort St. Vrain l
Technical Specifications to incorporate the requirements for the Steam Line Rupture Detection / Isolation System (SLRDIS).
This submittal supercedes the earlier submittal provided in Reference 2.
A SLRDIS System Description and its relationship to equipment qualification efforts at Fort St. Vrain (FSV) is provided in Reference 1.
Public Service Company of Colorado (PSC) requests NRC approval to implement the proposed changes in conjunction with the return to full power operations, after the FSV equipment qualification program has been accepted. Until an SER is issued to release FSV to full power operations, the existing Steam Pipe Rupture Detection System instrumentation remains the approved method for identifying and g
mitigating high energy line breaks.

E P-86227 June 4, 1986 is a Summary of Proposed Changes to the existing license. Attachment 2 is the Proposed Changes to the existing license.
The format for additions to the existing license reflect the format being incorporated into the Technical Specification Upgrade Program. contains the Significant Hazards Consideration for the proposed change.
This change does involve an Unreviewed Safety Question in that the probability of an interruption of forced circulation accident (10FC) with fire water cooldown is increased, and the margin of safety in the Technical Specifications relating to prevention of a simultaneous two-loop shutdown has been reduced.
- However, it is deemed to not constitute a significant hazard because a temporary interruption of forced circulation is a recoverable event that is preferable to failure of equipment caused by a harsh environment as a result of a steam leak.
That is, the high heat capacity of the High Temperature Gas Cooled reactor and slow response of fuel temperatures during an 10FC provide ample time to recover from such events. contains the SLRDIS Analysis Value Discussion. Attachment 5 contains the Safety Analysis Report for installation and operation of SLRDIS.
In addition to the instrumentation that is addressed in Attachment 2, SLRDIS actuates various steam and feedwater valves to isolate high energy line breaks.
Existing Technical Specification SR 5.3.4, Safe Shutdown Cooling Valves, presently confirms the operability of all of the valves required for Safe Shutdown Cooling. The surveillance procedures implementing that surveillance requirement will be expanded to include t; sting of those six auxiliary steam valves whose operability is required to preserve or maintain an environment in which the Safe Shutdown Cooling equipment is qualified.
Thus, the existing Technical Specification SR 5.3.4, will not be modified as it is deemed to incorporate the requirements for maintaining Safe Shutdown Cooling capability in the event o' a harsh environment.
