DIABLO CANYON-CONSTRUCTION QUALITY ASSURANCE Attached for your information are copies of the responses filed by the Governor and Joint Intervenors to our reply and that of PG&E to the motions to reopen the record on construction quality assurance..

4 In addition, as I advised you on June 23rd, the Appeal Board has informed me that it will shortly issue an order scheduling a mini-evidentiary 5

hearing to consider the motions to reopen on CQA. This hearing will connence on July 19th, likely in the San Luis Obispo area, and continue until perhaps July 22nd. The Appeal Board has not yet specified what further information they wish to receive but expects to provide some guidance in the written order. They have, however, indicated that they i

want to hear from all individuals whose affidavits are attached in support of the Staff's brief of June 6,1983: Phil Morrill, John Carlson, j

Dennis Kirsch, Gonzalo Hernandez, Allen Johnson, Bobby Faulkenberry, 1

Walter Haass and James Knight. Each of these individuals should plan on attending the hearing; if anyone has any difficulty in being available for the entire period, please advise me promptly.

Presently, it is unclear whether any additional written testimony will be necessary, either in advance of or at the hearing or whether other i.

i Staff members will be needed to testify. Hopefully, the Appeal Board's order will shed some light on this.

In any event, I plan to meet with i

all of the individuals involved prior to the hearing to assure that they l

are properly prepared to participate. As soon as possible, I will work out a schedule for this and let you know. At this time, each person shculd review the affidavits previously prepared on this matter to reassure that he is thoroughly conversant about its contents as well as the underlying information.
