Enclosed for your information is an announcement that the Nuclear Regulatory Comission staff has proposed a $25,000 fine against Florida Power and Light Company (FPL) for alleged violation of NRC requirements in the operation of the Turkey Point nuclear plant near Homestead, Florida.

NRC STAFF PROPOSES TO FINE FLORIDA POWER AND LIGHT COMPANY $25,000 FOR ALLEGED VIOLATIONS AT TURKEY POINT PLANT The Nuclear Regulatory Comission staff has proposed a $25,000 fine against Florida Power and Light Company (FPL) for alleged violation of NRC requirements in the operation of the Turkey Point nuclear plant near Homestead, Flortda.
The staff bases this action on findings by the NRC senior resident inspector that FP&L allegadly violated license requirements by operating Turkey Point Unit 4 for more than five days last August without the intake cooling water system being fully operational. This system provides cooling water for a variety of safety-related equipment.
The inspection also found several other alleged procedural violations.
In a letter informing FPL of the enforcement action, Dr. J. Nelson Grace, NRC Regional Administrator in Atlanta, said:
"The basic cause of this violation was the failure...to assure the adequate implementation of administrative controls governing the operation of safety-related equipment."
But he added that the base civil penalty of 550,000 for this type of violation was reduced to $25,000 because FPL "has undertaken an extensive corrective action program to upgrade the standard of compliance at the Turkey Point plant that should prevent similar other alleged procedural violations.
FPL has 30 days to pay the civil penalty or to protest it, in whole or in part.
