The containment spray cys te:n is dvs.igned to spray water inside the reactor containme.t building in the event o# an accident to r+du_e prossure inside the building and reduce the concentr ation at rad?.c ective iodine within the containment atmocphere.

Martin said that although the vicistions did not pre-ant a seriou:
threat to public health and safe =ty dae to the availability of a redundant containment cooling system, he was, however. sericuelv concerned that this event resulted in a Significant degradhtion of a safety. system at San Onofre Unit 3.
Under NRC's enforcement policy, when the NRC cta*f proposas a civil penalty, the licensee is giver 30 days tc etther pay the fana or submit a farmal protest.
If the uti1ity dentes the al1eged vtala* ion, the NRC staff will consider that response bef oro decidirig whether tc impose, mittgate or withdraw the proposed civil penalty.
