NRC STAFF PROPOSES $100,000 FINE AGAINST TOLEDO EDIS0N COMPANY FOR VIOLATIONS OF NRC SAFETY REQUIREMENTS AT DAVIS BESSE NUCLEAR STATION The Nuclear Regulatory Commission staff has proposed a $100,000 fine against Toledo Edison Company for alleged violations of NRC safety requirements during April 1985 at the Davis Besse Nuclear Power Station near Port Clinton, Ohio.
(The enforcement action is not related to the June 9, 1985, loss of feedwater event at the Davis Besse plant. This event remains under investigation by a special NRC inspection team.)
The three violations identified in an NRC inspection in April and May 1985 were:
-- Failure to promptly inform the shif t supervisor that a security / fire computer was out of service on April 9, 1985, so that the supervisor could take appropriate compensatory measures.
(In this instance, the additional compensatory measures were not needed because of steps already taken because of other fire protection problems.)
-- On April 24, 1985, a plant equipment operator (not licensed by the NRC) was found by an NRC resident inspector to be asleep while he was suppcsed to be monitoring piping for possible leaks in the Auxiliary Feedwater Pump Room during plant startup.
(The operator would shut off the piping system affected in the event of a leak.)
-- Failure to naintain the proper reactor power level for the corresponding reactor cooling water flow rate on April 19 and 20,1985.
Reactor personnel failed to recognize that a failed measuring component affected the computer output used to determine reactor power levels. (The power level was about 2 per cent below that required for the particular cooling water flow.)
The base fine of $50,000 for these violations was increased to $100,000 because of the utility's previous record of poor performance. This is the second fine issued to Toledo Edison Company in the last eight months; a
$90,0C0 fine was assessed in November 1984 for violations at Davis Besse, including some with causes similar to the April 1985 violations.

James G. Keppler, Region III Administrator, stated that the fine was being proposed "to emphastze the importance of effective communication within

the Toledo Edison organization to ensure that when problems are identified, root causes are found and adequate corrective actions are taken."
I Toledo Edison _has until August 12, 1985, to pay the fine or to protest it. If the fine is protested and subsequently imposed by the NRC staff, Toledo Edison may request a hearing.
