SUBJECT:

ST. LUCIE UNITS 1 AND 2, REQUESTING APPROVAL OF CODE CASE N-416-1 AS AN ALTERNATIVE TO THE REQUIRED HYDROSTATIC PRESSURE TEST (TAC NOS.: M94246 AND M94247) l The Civil Engineering and Geosciences Branch of the Division of Engineering has reviewed the Florida Power and Light Company submittal of November 7, 1995, requesting approval to use ASME Code Case N-416-1 in lieu of performing the code required hydrostatic pressure test for welded repairs or installation of replacement items by welding.

In conjunction with the use of Code Case N-4 416-1, the licensee also proposed to perform additional surface examinations j

of the root (pass) layer of butt and socket welds on the pressure retaining boundary of Class 3 components, when the components are required to have only a surface examination performed in accordance with the 1992 Edition of ASME Code,Section III.

Pursuant to 10 CFR 50.55a(a)(3)(ii), use of Code Case N-416-1 in conjunction with the licensee's proposed additional surface examination and the system leakage test performed in accordance with IWA-5000 of the 1992 Edition of ASME Section XI at nominal operating pressure and temperature is authorized through the duration of the currently approved ISI program plan. The staff's evaluation and conclusions are contained in the attached safety evaluation.

l This submittal completes the technical review to be performed by the Civil Engineering and Geosciences Branch under TAC Nos. M94246 and M94247.
