PROPOSED NSHC DETERMINATIONS FOR T.S. CHANGES ON SURRY 1 & 2
- Your. moathly notice package for changes to _TS4.15A and 4.18.B.f.(2) was recently sent to OELD for concurrence. The changes to be noticed are
..two of the three sets of TS changes proposed in Licensee's letter of October 28, 1980.
Your descriptions of the two amendment requests repeat the Licensee's
. descriptions verbatim.
Unfortunately these descriptions are not sufficient to enable one to understand (1) whether any or all of the welds now to be included in the inspection program are the result of the seismic reanalysis or (2) whether the criterion now in 4.18.B.I.f(2)really was erroneously put there.

-Until the descriptions are expanded to make clear what _the weld changes are.and that the basis for the NSHC on the pump head criterion is real,I can not recommend OELD approval of the proposed NSHC determination.
