I have a lot of trouble understanding this package. Why is it okay to change the temperature in the spray pond from 88* to 81*? The argument in this package is that it goes in the right direction but if it goes in the right direction, are you trying to tell me that the spec was incorrectly written?

That it should have been written to a maximum of 88* and we don't care what the minimum _ temperature is? If that's correct, then why are we changing the spec to drop the temperature to 81* when we don't care what the minimum is, as long as its below 88'? I have a similar problem with respect to the water level at the overflow.

If everything is going in the right direction, then

'I were our specs written so as to require a given level when its not important to have that level - when it was only important to make sure that those were

. maximums or minimums as the case may be.

If that's the situation, why isn't this spec modified? Why aren't you proposing to have this spec modified so it more accurately reflects what we want to do?
