Dear Mr. Schwencer:
On December 16, 1978, we received a copy of Mr. Brian K. Grices' letter transmitting Revision 1 of Draft Radiological Effluent Specifications for PiiRs and also NUREG-0133, " Preparation of Radiological Effluent Technical Specifications." It is our understanding that this letter was not transmitted to Carolina Power & Light Co=pany on its intended distribution date of Novem-ber 15, 1978, due to a tailing error at the NRC.
Mr. Grimes' letter requested that Carolina Power & Light Company submit proposed technical specifications within 90 days of the date of his letter.
We have reviewed the guidance enclosed with Mr. Grimes' letter, and members of our staff attended a December 5,1978, seminar in Atlanta, Georgia conducted by the NRC.staf f _ Hiving _r,eviewed.the guidance and met with the staff, we find that it to Mr. Grimes' is (not, pos sible[to_mee,t, the,s ch_edu,le,,ou tlined_in the_ attachment l

all, we have not received a copy of the NRC computer programs as of late December, 1978, and some time will be required to review and utilize these programs.
Because of the substantial work which will be required to prepare the proposed effluent technical specifications, we are presently using consultants and evaluating the needs for further consultant services. However, our con-sultants have informed us that they will need at least a 60-day extension beyond the February 13, 1979, date.
Carolina Power & Light Co=pany will make every effort to cinicize our turn-around time upon receipt of the information from consultants, and we believe we can make a complete submittal by April 15, 1979.
