Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Technical Specification Change Request No. 77 Changes Related to Refuel for Operational Cycle 4

Dear Sir:

Enclosed are three (3) originals and forty (40) copies of Technical Specification Change Request No. 77, requesting an amendment to Appendix A of Operating License No. DPR-72.

As part of this request, proposed replacement pages for Appendix A are enclosed.

These changes would address the current Crystal River Unit 3 refueling for opera-tional Cycle 4.

The changes are supported in BAW-1684, Crystal River Unit 3-i Cycle 4 Reload Report, June, 1981 (Attachment 3).

The changes include revised:

1) Reactor core safety limits and trip set-points for reactor thermal power and axial power imbalance; 2) Reactor shut-down margin; 3) Minimum boric acid and borated water volumes; 4) Reactor regulating rod group insertion; 5) Reactor axial power shaping rod group insertion; 6) Reactor axial power imbalance limits; and

7) Nuclear overpower instrumentation response times.

Florida Power Corporation considers Change Request No. 77 to be a Class IV 00/

amendment per 10CFR170.22 as it involves more than one safety issue.

fee in the amount of twelve thousand three hundred dollars ($12,300) and a signed

copy of the Certificate of Service for rechnical Specification Change Raquest No. // YO 77 to the Chief Executive of Citrus County, Florida, are enclosed.
