Nuclear Regulatory Comission (the Comission) has issued Amendment No. 41 to Facility Operating License No. OPR-72, issued to the Florida Power Corporation, City of Alachua, City of Bushnell, City of Gaines-ville, City of Kissimee, City of Leesburg, City of New Smyrna Beach and Utilities Commission, City of flew Smyrna Beach, City of Ocala, Dr.lando Utilities Comission and City of Orlando, Sebring Utilities Conmission, Seminole Electric Cooperative, Inc., and the City of Tallahassee (the ifcen-sees) which revised the license and Technical Specifications (TSs) for operation for the Crystal River Unit No. 3 Nuclear Generating Plant (the facility) located in Citrus County, Florida. The acendment is a

effective as of the date of issuance.

This amendment: 1) authorizes the facility power level to be increased from 2452 fttt to 2544 fWt, and 2) corrects a typographical error on TS page 3/4 3-8.

The applications for the amendment comply with i;he standards and requirements of the Atomic Energy Ae.t of 1954, as anended (the Act), and the Comission's rules and regulations. The Commission has made appro-pria'.e findings as required by the Act and the Comission's rules and regtlations in 10 CFR Chapter I, which are set forth in the license amend.

REGISTER on March 28,1979 (44 FR 18569). No request for a hearing oi MGtion for leave to intervene was filed following this notice of pro-posed action. Prior public notice of Item 2 was not required since it does not involve a significant hazards consideration.

The Comission has prepared an Environmental Impact Appraisal for the power increase and has concluded that an environmental impact state-ment is not warranted because there will be no environmental impact attributed to this action other than that which has already been pre-dicted and described in the Comission's Final Environmental Statement for the facility dated May 1973.

For further details with respect to this action, see (1) the appli-cations for amendment dated November 29, 1970, Feb ruary 28, 1979, Nove-te r 20, 1979, and July 9,1981, and supplemental filings, (2)
