VOLUME 3, SECTION III.2.0 (CONFIGURATION MANAGEMENT PROGRAM-DESIGN BASELINE AND VERIFICATION PROGRAM)

OF THE NUCLEAR PERFORMANCE PLAN BROWNS FERRY NUCLEAR PLANT, UNIT 2 (TAC NO. 62258)

Section III.2.0 of Volume 3 of the Nuclear Performance Plan for the Browns Ferry Nuclear Plant (Unit 2) specifically responded to the NRC concerns of September 17, 1985 pertaining to design control programs.

The staff has completed its evaluation of the Configuration Management

Program, including the Design Baseline and Verification Program (DBVP) and concludes that this program contains the essential elements to assess and re-establish the Browns Ferry, Unit 2, design basis and evaluate the plant configuration to ensure that it satisfies the design basis.

In addition, we have reviewed the Bender Report; a TVA contractor report identified in your letter of December 16, 1986.

We conclude that the DBVP adequately addresses the concerns raised in this report.

Full implementation of the program is pending completion of the supporting calculations and modifications.

We will continue to monitor implementation of the Design Baseline and Verification Program through future inspections.
