H.B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2, LICENSE RENEWAL REVIEW AND NATIONAL HISTORIC PRESERVATION ACT, SECTION 106 REVIEW PROCESS

Dear Dr. Stroup:

In the letter from your office to the U.S. Nuclear Regulatory Commission (NRC) dated November 26, 2003 (Enclosure 1), Ms. Marta Matthews requested that your office be given the opportunity to review and comment on Carolina Power and Light Companys (CP&L) proposed amendment to the Environmental Compliance Manual. In a letter to the NRC dated November 12, 2003 (Enclosure 2), CP&L committed to implement an amendment to the Environmental Compliance Manual by the end of 2004 for the preservation of historic, cultural, and archaeological resources. By letter dated December 15, 2003 (Enclosure 3), CP&L committed to provide a draft of the proposed amendment to your office for review and comment. Also, in the November 26 letter, Ms. Matthews indicated that adverse impact on historic properties within the area of potential effect at H.B. Robinson Steam Electric Plant, Unit 2, will be avoided through the development of this change to the Environmental Compliance Manual. Therefore, we conclude that our consultation with your office under Section 106 of the National Historic Preservation Act related to the license renewal application for H.B. Robinson Steam Electric Plant, Unit 2, is completed.
