ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 GUIDANCE FOR PRESERVATION OF HISTORIC, CULTURAL AND ARCHAEOLOGICAL RESOURCES
Dear Dr. Stroup:
By letter dated June 14, 2002, Carolina Power & Light (CP&L) Company, now doing business as Progress Energy Carolinas, (PEC) Inc., submitted an application to the NRC for the renewal of the Operating License for the H. B. Robinson Steam Electric Plant (HBRSEP), Unit No. 2, which is also referred to as the Robinson Nuclear Plant (RNP).
During the environmental review of the application, the NRC has consulted with Ms. Marta Matthews of your office in accordance with their responsibilities pursuant to Section 106 of the National Historic Preservation Act.
PEC has committed to the NRC to provide guidance in the PEC Environmental Compliance Manual regarding the preservation of historic, cultural and archaeological resources prior to the end of 2004. In her letter dated November 26, 2003, to Mr. Pao-Tsin Kuo, NRC, Ms. Matthews expressed a willingness to review details of the proposed guidance, when it is developed, and to offer comments.
PEC would be pleased to offer Ms. Matthews an opportunity to comment on the draft Environmental Compliance Manual guidance. It is currently planned that the draft guidance will be developed as part of a Company-wide effort in the first half of 2004. The resulting product will then be presented for management review at a number of Progress Energy business units.
PEC believes that the draft that results from this internal Company review would be the most appropriate for Ms. Matthews to review. Accordingly, we will contact Ms. Matthews when an appropriate draft is available and provide her an opportunity to comment.
