HB Robinson Steam Electric Plant, No. 2 License Renewal Review and National Historic Preservation Act Darlington, Chesterfield Counties

Dear Mr. Kuo:

We have received your letter of November 17 and the revised Historic and Archaeological Resources Report Narrative of October 2003. We have also received notes relating to a tele-conference call held between our office and representatives of the Nuclear Regulatory Commission on September 10.

Based on the information provided, our office agrees with your recommendation for the delineation of the Area of Potential Effect (APE) as that area that could be potentially affected by activities at the plant, which are covered under the NRC's license.

We appreciate the proposal by Carolina Power & Light (Progress Energy) to develop guidelines in the Environmental Compliance Manual for the preservation of unidentified archaeological or historic resources that have the potential to be affected by activities within the APE. While we agree with this proposal in concept, we would like the opportunity to review details of the proposed plan and provide comments when it is developed. We agree that with the development of this plan, license renewal at Lake Robinson will avoid adverse effects to any historic properties within the APE.
