I am Senior Vice President - Administration & Services, Louisiana j Power & Light Co. (LP&L), New Orleans, Louisiana, and have held this position since June 1, 1983.

Mr. Leddick. and forecriv Mr. cavannuch. The Plant Manacer at Waterford 3 is Ross Barkhurst. On .fulv 6. 1983. I dis-cussed with Mr. Cavanauch and Mr. Barkhurst the status of investica-tion 05-001-83(966). As a result of this discussio'n we acreed that the investigation by the Corporate Security Department investigators be suspended until after July 12. 1983. The reason for the agreement to suspend this investigation was that the Reactor Operators were preparing for NRC Licensing Examinations and that since the investi- ~.
Ration was focusing on the Reactor Operators, it was adding con-siderable additional stress to their preparation for the examination.
Based on this agreement, the investigation was suspended regarding the Reactor Operator drug use.
I did not brief Mr. Cain (CEO, LP&L) of this decision, nor did I brief him concerning the investigation.
The investigation concerning Reactor Operator drug use has not been re-started by Corporate Security, nor has one been recommended by Waterford 3 management. I understand from conversation with the 8806270040 88d6IS PDR FOIA

Plant Manager today, November 20, 1984, that further action was taken by Waterford 3 personnel with respect to this matter.
During the conduct of this investigation, in 1983, when I learned that LPSL supervisory personnel reportedly advised Reactor Operator personnel that they did not have to cooperate with the Corporate Security Department investigators, I was upset and dis-cussed with Mr. Barkhurst my objection to any action of this nature because of its potential for interfering with a complete investiga-tion. It was my understanding that Mr. Barkhurst concurred in this view.
