, who has identified himself to me as an Investigator with the U.S. Nuclear Regulatory Comission.

I make this statement fr:ely with no threats or promises of reward having been made to rae.

I am the Chief Executive Officer of Louisiana Power & Light Company (LP&L). New Orleans, Louisiana, and have held this position cince May 1983.

This statement concerns LP&L's policy regarding drug use by LP&L employees, specifically Waterford 3 Nuclear Reactor Operators.

It is LP&L policy that drug use is not condoned by'any LP&L omployee either on or off duty.

I am not familiar with the specific details of our written company policy, such as the date of implementation and the extent to which it addresses drug and/or alcohol use.

I will provide a copy of our drug / alcohol use policy to the NRC.

Today. November 20. 1984. is the first time I have seen that reoort.

On this date. orior to meetinc with NRC OI investicators. I was verbally briefed for the first time concernine this recort and subseauent LP&L mananement actions.

I have reviewed this report brief1v and I am not in a position to discuss it in detail at this time.

I would like to clarify the impression this report may give that the investigation was not completed.

As reflected in the report documentation, the nummary portion of this report does not represent LP&L's position regarding this matter in that further action was taken.

As I have been advised by the Plant Manager, these actions consisted of lectures i.. 4 1.

I interpret thest actions to represent a continuation of the investigation

  1. 05-001-83(966).

I am not personally aware of our Waterford 3 management or super-visory personnel advising Reactor Operators to not cooperate with the corporate Security Department investigators.

I would not condone that type of activity.

I would also like t__o point out that there is no reason which would preclude the Corporate Security Department investigators from conducting further investigation of this maj t,er.

As a general comment, I would likefreTmphasize that it is the i

policy of this company that we do not condone drug use on or off the Waterford 3 site by our employees.

Furthermore, I don't want this report to represent an impression that our Corporate Security Depart-ine,=riparnen have been handcuffed in their activities at Water-

mon, rnra 1.
