ST. LUCIE UNITS 1 AND 2 - CORRECTIONS TO RENEWED OPERATING LICENSE AND TECHNICAL SPECIFICATIONS
Dear Mr. Stall:
On October 2, 2003, the U.S. Nuclear Regulatory Commission (NRC) issued the renewed operating licenses for St. Lucie Units 1 and 2. Subsequently, a member of the St. Lucie staff informed the NRC Project Manager that on page 4 of the Unit 2 renewed operating license, the last two lines of Condition 3.F, Physical Protection, had been omitted. We have determined that the complete paragraph is included in the official agency record (ADAMS Accession No. ML032870081), but the two lines were inadvertently omitted from paper copies during the reproduction process. Please insert the enclosed replacement page into your copy of the license.
The St. Lucie staff also reported that the copy of the Unit 1 Technical Specifications (TSs) enclosed with the renewed operating license included pages 3/4 7-32 through 3/4 7-39a from Amendment No. 83. These pages, which were marked Deleted, were subsequently removed by Amendment No. 134 and should be removed from the TSs. The NRC authority files have also been updated.
Prior to issuance of the renewed operating licenses, the St. Lucie licenses and TSs were reviewed as part of an effort to compare the NRCs license authority files with licensees records to ensure errors in licenses and TSs are identified and corrected for all units. A list of discrepancies identified in the review is enclosed for information. Corrections to the TSs were included in the copies of the TSs enclosed with the renewed operating licenses. The discrepancies noted in the Unit 2 original license were rendered moot by issuance of the renewed operating license. I have discussed the corrections with Mr. George Madden of your staff.

the NRC in writing when implementation of these activities is complete and can be verified by NRC inspection.
The Updated Final Safety Analysis Report supplement as revised on March 28, 2003, described above, shall be included in the next scheduled update to the Updated Final Safety Analysis Report required by 10 CFR 50.71(e)(4), following issuance of this renewed license. Until that update is complete, FPL may make changes to the programs described in such supplement without prior Commission approval, provided that FPL evaluates each such change pursuant to the criteria set forth in 10 CFR 50.59 and otherwise complies with the requirements in that section.
D. Antitrust Conditions FPL shall comply with the antitrust conditions in Appendices C and D to this renewed license.
E. Fire Protection FPL shall implement and maintain in effect all provisions of the approved fire protection program as described in the Updated Final Safety Analysis Report (The fire protection program and features were originally describe in the Final Safety Analysis Report, and supplemented by FPL submittals L-82-282 dated July 14, 1982, L-83-89 dated February 25, 1983, L-83-425 dated July 22, 1983, L-83-603 dated December 27, 1983, L-84-347 dated November 28, 1984, L-84-389 dated December 31, 1984, and L-85-72 dated February 21,1985, for the facility) and as approved in the NRC Safety Evaluation Report, Supplement 3 dated April 1983 and supplemented by NRC letter dated December 5, 1986, subject to the following provision:
FPL may make changes to the approved fire protection program without prior approval of the Commission only if those changes would not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.
F. Physical Protection FPL shall fully implement and maintain in effect all provisions of the Commission-approved physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled: St. Lucie Plant Security Plan, with revisions submitted through April 11, 1988; St. Lucie Plant Training and Qualification Plan, with revisions submitted through August 8, 1985; and St. Lucie Plant Safeguards Contingency Plan, with revisions submitted through December 8, 1986. Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein.
