ST. LUCIE UNIT 2 - ISSUANCE OF CORRECTED PAGE FOR AMENDMENT NO. 123 REGARDING REDUNDANT TRAIN REQUIREMENTS WITH AN INOPERABLE EMERGENCY DIESEL GENERATOR (TAC NO. MB3182)

Dear Mr. Stall:

Following the issuance of Amendment No. 123 to Facility Operating License No. NPF-1 6 for the St. Lucie Plant, Unit No. 2, your staff noted an error on the clean (corrected) Technical Specification (TS) page 3/4 8-1 that they had submitted. TS 3.8.1.1, under ACTION b, should have read "... restore the diesel generator to OPERABLE status within 14 days....." (instead of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />). The error was in a section of the TSs that was not included in Amendment 123.

This letter forwards the corrected page to be inserted into the amendment in place of the incorrect one.

3/4.8 ELECTRICAL POWER SYSTEMS 3/4.8.1 A.C. SOURCES OPERATING LIMITING CONDITION FOR OPERATION 3.8.1.1 As a minimum, the following A.C. electrical power sources shall be OPERABLE:

a.

Two physically independent circuits between the offsite transmission network and the onsite Class 1 E distribution system, and

b.

Two separate and independent diesel generators, each with:

1.

Two separate engine-mounted fuel tanks containing a minimum volume of 200 gallons of fuel each,

2.

A separate fuel storage system containing a minimum volume of 40,000 gallons of fuel, and

3.

A separate fuel transfer pump.

APPLICABILITY: MODES 1, 2, 3, and 4.

ACTION:

a.

With one offsite circuit of 3.8.1.1.a inoperable, except as provided in Action f.

below, demonstrate the OPERABILITY of the remaining A.C. sources by performing Surveillance Requirement 4.8.1.1.1.a within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> and at least once per 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> thereafter. If the absence of any common-cause failure cannot be confirmed, this test shall be completed regardless of when the inoperable EDG is restored to OPERABILITY.
