T he NR C r e v i e w e d t he m o s t rece n t q u a rt e r l y p e r f o r m a n ce i n di ca t o r s (P Is) i n ad di t i on t o inspec t i on resu l t s and e n f o r c e ment a c t i ons f r o m July 1, 2 0 1 3 , t h r o u g h June 30, 20 14. T h i s l e tt e r i n f o rm s y ou o f t he N RC's a sses s ment o f Calla w a y Pl a n t d u r i n g t h i s pe r i od and it s p lans f o r f u t u r e inspe c t ions at your f a c ili t y. The NRC determined that overall, Calla w a y Pl a n t was operated in a manner that preserved public health and safety and met all cornerstone objectives.

T he NR C de t e r m i n ed t he p e r f o r mance at Call a w a y Plant d u r i n g t h e m o s t r e ce n t q u a rt e r w as w i t h i n t he L icensee Response C o l u m n o f the NRC's R eac tor O v e r s i g h t P r ocess (R O P) A c ti on M atri x because a l l insp e c t i on f i n di n g s had v e r y l o w (i.e., Gr e e n) s a f e t y s i g n i f icanc e , and a l l P I s i n d i ca t ed t h a t y our p e r f o r mance w as w i t h i n t he n o m i n al , e x pec t ed r a n g e (i.e., Gr ee n). T h e r e f o r e , t he NR C p l ans t o con d u ct R OP base line inspec t i ons at y our f ac il i t y. As a result of the Safety Culture Common Language Initiative, the terminology and coding of cross-cutting aspects were revised. All cross

-cutting aspects identified during inspections conducted in calendar year 2014 reflect this revision to Inspection Manual Chapter (IMC) 0310. Cross-cutting aspects identified in 2013 using the 2013 terminology were converted to the latest revision in accordance with the cross

-reference in IMC 0310 during the mid

-cycle assessment review and evaluated for cross

-cutting themes and potential substantive cross

-cutting issues in accordance with IMC 0305.

In response to the accident at Fukushima, the Commission issued Order EA

-12-049, "Order Modifying Licenses with Regard to Requirements for Mitigation Strategies for Beyond

-Design-Basis External Events," which requires licensees to develop, implement, and maintain guidance and strategies to maintain or restore core cooling, containment, and spent fuel pool cooling capabilities following a beyond

-design-basis external event.

Additionally, the Commission issued Order EA

-12-051, "Order Modifying Licenses with Regard to Reliable Spent Fuel Pool Instrumentation," which requires licensees to have a reliable means of remotely monitoring wide-range Spent Fuel Pool levels to support effective prioritization of event mitigation and recovery actions in the event of a beyond-design-basis external event.

The NRC is conducting audits of licensee efforts towards compliance with these Orders.

This audit includes an onsite component in order for the NRC to evaluate licensee plans for complying with the Orders, as described in site-specific submittals, and to receive and review information relative to associated open items.

This onsite activity will occur in the months prior to a declaration of compliance for the first unit at each site, and will aid staff in development of an ultimate Safety Evaluation for the site. The date for the onsite component at your site is being coordinated with your staff.

A site-specific audit plan for the visit will be provided in advance to allow sufficient time for preparations.
