RULE TO DISCONTINUE NRC LOCAL PUBLIC l
DOCUMENT ROOM PROGRAM AND TO ANNOUNCE ELECTRONIC AVAILABILITY OF NRC PUBLIC RECORDS I
l On January 26,1999, I attended a meeting convened by OClO Information Management Division (IMD) Director Lynn Scattolini to discuss the respective January 8 and 15,1999 ASLBP and OGC comments on the draft final rule to discontinue the NRC Local Public Document Room (LPDR) program. During that meeting, which also was attended by Branch Chief Russell Powell and Sandra Northern of the IMD Information Serdes Branch; Deputy Assistant General Counsel Chip Cameron; and ASLBP Chief Counsel Lee Dewey, it was agreed that the draft rule

should be revised to:
(1) become a proposed rule with the forty-five day public comment period l
suggested by OGC; and l
(2) to make it clear that when ADAMS is implemented and microfiche record production is discontinued, the current LPDRs would be offered the opportunity to keep the existing document collections, including l
NRC-supplied paper documents, microfiche collections, and microfiche readers.
It also was agreed that several copies of the complete pre-ADAMS microfiche l
collections would be retained by NRC and stored for use in future adjudicatory or other l
proceedings. These NRC historical document collections would be made available for use in instances when local access to such a collection would aid the efficient conduct of the proceeding.
When the draft rule is revised, we would be pleased to review it and provide additional comments.
