COMMENTS / CONCURRENCE ON FINAL RULE AMENDING 10 CFR TO DISCONTINUE NRC'S LOCAL PUBLIC DOCUMENT ROOM PROGRAM AND TO ANNOUNCE THE ELECTRONIC AVAILABILITY OF NRC PUBLIC RECORDS As requested by your memorandum dated December 30,1998, I have concurred in the subject final rule. In providing my concurrence, I express my concern regarding the need to ensure that all members of the public, including those who are not computer literate, will have access to NRC records. I recognize the increased accessibility to NRC public records by making them available through ADAMS on the NRC Internet Web site. For those members of the public that my not be familiar with obtaining documents from an Internet Web site, I understand paper copies may be ordered from, or inspected at the NRC Public Document Room. I also understand that most of the facilities where LPDRs are currently located provide, or will nrovide internet access to patrons. I trust that these facilities as well as public libraries and schnoP.;, will offer assistance to those members of the public that are unfamiliar with computers or accessing documents through internet Web sites.
During NRR's review of the rule, we also noted that the Regulatory Analysis is somewhat sparse and could benefit from listing or repeating the benefits of the action identified on prges 3 and 4.
Also, the analysis contains no mention of costs nor cost estimates other than saying, "The rule will have no adverse economic impact.. "
Several typographical errors and inconsistencies were also noted and follow:
There appears to be inconsistent use of numbers with the section sign, S, in the document. In some cases, the appears with the number immediately after it (e.g., the tenth line on page 13) and in other cases there is a space between the S and the number (e.g., the seventh line of the large paragraph on page 12).
Another spacing problem was noted on page 19, item 16. There should be no space between the (a) and (1)(ii)
On page 9, the listing of the 10 CFR Parts contained immediately before the PART 1-t

STATEMENT OF ORGANIZATION AND GENERAL INFORMATION, does not include Part 51 (compare with ' listing on page 3).

2 On page 4, third paragraph 'sm the bottom of the page, the last sentence is missing a period.
Also on page 4, references to 10 CFR 50 are missing in the next to the last paragraph.
Throughout the document, there are minor inconsistencies in the address of the NRC Public Document Room. In some places NW is shown without a period after the W (e.g., page 14, item 7), and in other places, it is shown with a period after the "W' (page 26, item 28). Yet in another place, it is shown with a period after both the *N" and the "W" (e.g., page 42, item 60).
On page 16, a comma is missing after " gov" in the next to the last line (item 11), and

rulemaking is shown as two words (item 11, last line) which is inconsistent with how it is
. used in other places.
On pages 22 (item 23) and 30 (item 34), we noted inconsistent use of capitalization in the headings.
On page 29, (f)(2) and (3) incorrectly reference paragraph (c)(3)(i) as (c)(3)(l).
On page 30, second line from the bottom (item 35), we suggest that "NRC" be inserted so that the sentence reads, "Upon issuance of an NRC Staff Site Report. " This is consistent with the way this item is handled in Appendix Q of 10 CFR 52.
On page 34, item 42, the "p" in part should be capitalized to read, "In Appendix B to Part
- 52..."
On page 35, item 4, fifth line, the "a" before NRC should be changed to "an."
