SUMMARY
OF PUBLIC MEETINGS ON THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REGARDING THE SHEARON HARRIS NUCLEAR POWER PLANT, LICENSE RENEWAL REVIEW (TAC NO. MD 3611)
On January 30, 2008, members of the U.S. Nuclear Regulatory Commission (NRC or the staff) held public meetings at the New Horizons Fellowship, 820 E. Williams Street, Apex, North Carolina, concerning the staff=s environmental review of the application submitted by Carolina Power & Light Company (CP&L) for renewal of the Shearon Harris Nuclear Power Plant, Unit 1 (HNP) operating license. The purpose of the meeting was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS),
which was issued in December 2007. Formal presentations were made by the NRC staff.
The DSEIS is a site-specific supplement for HNP to the ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants@ (NUREG-1437). The NRC staff described the license renewal process and provided a description of the environmental review process.
The NRC staff also described the preliminary results contained in the DSEIS. The environmental impacts of continued operation were preliminarily characterized as small in all areas. The impacts of likely power-generation alternatives were preliminarily characterized as potentially reaching moderate to large significance in at least some environmental areas. The impacts of the no-action alternative, as well as the conservation alternative, were small for all impact areas.
After the formal presentations were given by the NRC staff, members of the public were invited to provide comments. Approximately 35 people attended the two sessions. Attendees included members of the public, representatives of Progress Energy, local citizen organizations, the NRC staff and local news media.
In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted open houses for one hour before each meeting. The staff provided displays and brochures and met with members of the public to answer questions about the proposed renewal of the HNP operating license.
A combined listing of attendees for both public meetings is provided in Enclosure 1. Enclosure 2 is a copy of the meeting handouts provided during the public meeting open house. Enclosure 3 is the meeting agenda. The official transcripts for the afternoon and evening meetings are publicly available at the NRC Public Document Room (PDR) located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland 20852, or from the NRC's Agencywide Documents Access and Management System (ADAMS).
The ADAMS Public Electronic Reading Room is accessible at:
http://adamswebsearch.nrc.gov/dologin.htm. The transcripts for the afternoon and evening meetings are listed under Accession Nos. ML080390286 and ML080460126, respectively. A copy of the slides used during the NRC=s presentation is also available in ADAMS under Accession No. ML080460154. Persons who do not have access to ADAMS, or who encounter problems in accessing the documents located in ADAMS, should contact the NRC's PDR reference staff by telephone at 1-800-397-4209 or 301-415-4737, or by e-mail at pdr@nrc.gov.
The closing date to accept comments on the HNP DSEIS is March 5, 2008. The NRC staff will consider all comments on the HNP DSEIS and make any necessary revisions to the document prior to issuing its final supplemental environmental impact statement, scheduled for August 2008.
