SUMMARY

OF NOVEMBER 30, 2007, MEETING WITH TENNEESSEE VALLEY AUTHORITY ON STEAM DRYER PORTION OF THE EXTENDED POWER UPRATE REVIEW (TAC NOS. MD5262, MD5263, AND MD5264)

On November 30, 2007, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the NRC staff's concerns with the steam dryer analyses provided in support of the extended power uprate (EPU) amendment request for Browns Ferry Nuclear Plant. The meeting was open to the public. Enclosure 1 contains a list of attendees.

DISCUSSION

In a letter dated October 23, 2007, the NRC staff provided several broad steam dryer issues from the review of the licensee's July 27 and August 21, 2007 submittals. The licensee responded in a letter dated November 21, 2007. In recent conference calls, TVA indicated that the information needed to validate evaluations of the structural integrity of the steam dryers for Units 1 and 2, and establish a baseline for Unit 3, would not be available until after the March 2008 Unit 3 outage. This meeting was intended to provide TVA an opportunity to present their response to the NRC staff's concerns with the steam dryer analyses, obtain a better understanding of the outstanding information needed, and the schedule for its submission.

TVA provided a status of their efforts to date for the EPUs and briefly discussed a potential license condition for Unit 1 concerning shutdown margin and containment overpressure as it relates to presentation of the issue to the Advisory Committee for Reactor Safeguards.

Additionally, TVA provided a presentation regarding six concerns outlined by the NRC staff regarding the steam dryer submittals.

One of the concerns identified centered around a 218 hertz peak that exists on all three units.

TVA has indicated that the peak is a result of unused safety relief valve (SRV) standpipes would be dampened by the installation of acoustic vibration suppressors (AVS's). The licensee's analyses assume that this peak is dampened by the proposed modification. The NRC staff questioned TVA on the degree of confidence they had that the SRV standpipes were the source of the peak. TVA indicated that they had high confidence that the standpipes were the source of the peak and that the AVS modification would dampen it. The modification is to be installed into Unit 3 during the March 2008 outage with the data and supporting analyses provided to the NRC in June 2008. The NRC staff questioned TVA's plans should the June 2008 analyses indicate that the modification did not work. TVA indicated that there was no plan in place at this time.

A portion of the meeting focused on the schedule for the submission of the remaining information needed. TVA indicated that Unit 1 data and analyses would be submitted in January 2008, and the Unit 3 data and analyses would be provided in June 2008, with the intent to restart Unit 1 from the October 2008 refueling outage in November 2008 at EPU conditions. The NRC staff indicated that the NRC staff should be able to complete the review for the EPUs approximately 5 months from the date of the last submittal, provided no additional concerns are identified.

No commitments or regulatory decisions were made by the NRC staff during the meeting.
