Crawford, Kevan self Audio recording (in MP3 format) of a deposition given on August 3, 1993, to NRC-Office of Investigations Region IV, in Pocatello, Idaho for the investigation of the non-power reactor licensee at Idaho State University. The transcript of the deposition is attached to this request in hopes of using it to locate the investigation file.

Office of Nuclear Reactor Regulation Items of Interest Week Ending January 10, 2025 Staff Met with Representatives from the National Security Council, Office of Science and Technology Policy, Department of Energy and US Department of State to Present on the U.S. Nuclear Regulatory Commissions (NRCs) Advanced Reactor Program and to Support Discussions on Security by Design and International Export of Nuclear Technologies On January 8, 2025, staff from the Office of Nuclear Reactor Regulation, the Office of Nuclear Security and Incident Response, the Office of Nuclear Material Safety and Safeguards, and the Office of International Programs met with representatives from the National Security Council, Office of Science and Technology Policy, Department of Energy and US Department of State to present on the U.S. Nuclear Regulatory Commissions (NRCs) advanced reactor program and to support discussions on security by design and international export of nuclear technologies.

NRC Staff Issued Amendments to Revise the Hatch Technical Specifications (TS)

Requirements to Permit the Use of Risk-informed Completion Times in TS 3.7.1, Residual Heat Removal Service Water (RHRSW) System, and in TS 3.7.2, Plant Service Water System and Ultimate Heat Sink (UHS).

On December 20, 2024, the NRC staff issued amendments 324 and 269 to revise the Hatch technical specifications (TS) requirements to permit the use of risk-informed completion times, not exceeding 45 days, for the condition of one pump inoperable in TS 3.7.1, Residual Heat Removal Service Water (RHRSW) System, and in TS 3.7.2, Plant Service Water (PSW)

System and Ultimate Heat Sink (UHS). The amendments also make corresponding changes to TS 5.5.16, Risk Informed Completion Time Program, and to TS 1.3, Completion Times, Example 1.3-8. Approval of these amendments constitute a first-precedent where the NRC authorized a plant to exceed the 30-day backstop provided in TSTF-505 for risk-informed completion times.

Office of Enforcement Items of Interest Week Ending January 10, 2025 Summary of DPO-2022-002-Carbon Fiber Reinforced Polymer (CFRP)

On November 6, 2024, the U.S. Nuclear Regulatory Commission (NRC) Office of Nuclear Reactor Regulation (NRR) issued a Directors Decision on a Differing Professional Opinion (DPO) submitted on September 6, 2022. The DPO raised concerns with the NRC staff approval for use of a carbon fiber reinforced polymer (CFRP) composite for repairing degraded American Society of Mechanical Engineers (ASME) Class 3 safety-related piping at the Surry, Brunswick, South Texas Project, and Arkansas Nuclear One nuclear power plants.

The Directors Decision agreed with some of the DPO concerns and some of the recommendations from the DPO review panel. To carry out those recommendations, the Director of NRR assigned the appropriate NRR staff to (1) to assess the inspection program and to identify any enhancements needed to support the inspectors during the CFRP systems installations at nuclear power plants, and (2) to find the most appropriate communication vehicle to convey NRC insights on the CFRP installations and those aspects gained through the detailed independent risk analysis from each application. The Director also expressed NRRs support for the Office of Nuclear Regulatory Research to finalize and submit for review a User Need Request related to CFRP properties and the suitability of repairing ASME Class 3 safety related piping.
