SUBJECT:
NOTIFICATION OF THE ISSUANCE OF THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT FOR TENNESSEE VALLEY AUTHORITY AT THE CLINCH RIVER NUCLEAR SITE (EPID NUMBER: L-2025-LNE-0000) (DOCKET NUMBER: 50-0615)
Dear Scott Hunnewell:
The U.S. Nuclear Regulatory Commission (NRC) is conducting an environmental review for a construction permit (CP) application submitted by Tennessee Valley Authority (TVA), which, if granted, would allow TVA to construct one GE Hitachi BWRX-300 reactor, at the Clinch River Nuclear Site in Roane County, Tennessee. The NRC is the lead Federal agency for the environmental review under the National Environmental Policy Act of 1969, as amended and for Section 106 consultation under the National Historic Preservation Act of 1966, as amended. The U.S. Army Corps of Engineers, Nashville District, is serving as a cooperating agency on the environmental review and Section 106 consultation, which was prepared in accordance with Title 10 of the Code of Federal Regulations Part 51 Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions.
As part of this review, the NRC staff have completed a draft supplemental environmental impact statement (SEIS), Draft Supplement Environmental Impact Statement for a Construction Permit at the Clinch River Nuclear Site, (Agencywide Documents Access and Management System Accession No. ML25261A214). A copy of the associated Federal Register notice is enclosed and will be available at https://www.federalregister.gov/. The draft SEIS is also available on the NRCs website at https://www.nrc.gov/reactors/new-reactors/advanced/who-were-working-with/applicant-projects/clinch-river.html.
As discussed in Section 6.3.5 of the draft SEIS, the NRC staffs preliminary recommendation is that the CP should be issued. This preliminary recommendation is based on: (1) the CP application environmental report; (2) consultation with Federal, State, Tribal, and local agencies; (3) the review teams confirmatory review; and (4) the assessments summarized in the draft SEIS.
The NRC is conducting a 45-day comment period on the draft SEIS, which ends on December 22, 2025. Comments can be submitted by the following methods:
- 1. Emailing ClinchRiverEnvironmental@nrc.gov;
- 2. Going to https://regulations.gov and searching for Docket ID NRC-2024-0146; or
- 3. Mailing comments to the Office of Administration, Mail Stop: TWFN-7-A60M, U.S.
Nuclear Regulatory Commission, Washington, DC 20555-0001, ATTN: Program Management, Announcements and Editing Staff.
After consideration of public comments received, the NRC staff will prepare a final SEIS and is expected to be published in April 2026.
If you have any questions concerning the NRCs environmental review, please contact Environmental Project Manager, Madelyn Nagel, by phone at 301-415-0371 or via email at Madelyn.Nagel@nrc.gov.
Sincerely, Signed by Nagel, Madelyn on 11/07/25 Madelyn Nagel, Environmental Project Manager Environmental Project Management Branch 3 Division of Rulemaking, Environmental, and Financial Support Office of Nuclear Material Safety and Safeguards Docket No. 50-0615
