TENNESSEE VALLEY AUTHORITY - ACCEPTANCE FOR DOCKETING OF PART ONE OF THE APPLICATION FOR A CONSTRUCTION PERMIT AT THE CLINCH RIVER NUCLEAR SITE (CAC/DOCKET/EPID: 001912/050-000615/
Dear Mr. Hunnewell:
By letter dated April 28, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25118A209), Tennessee Valley Authority (TVA) submitted part one of an application for a construction permit (CP) (to the U.S. Nuclear Regulatory Commission (NRC or Commission), which, if granted, would allow TVA to construct a nuclear power plant facility, based on the GE Hitachi (GEH) BWRX-300 reactor, at the Clinch River Nuclear Site in Roane County, Tennessee.
The NRC staff acknowledged receipt of part one of TVAs two-part application for a CP under Title 10 of the Code of Federal Regulations (10 CFR) Part 50 in the Federal Register (90 FR 24425) on June 10, 2025. An exemption from certain requirements of 10 CFR 2.101(a)(5) granted by the Commission on November 21, 2023 (ML23045A008), in response to a letter from TVA dated August 17, 2023 (ML23229A569), allowed TVA to submit its CP application in two parts. The exemption also allowed TVA to submit the information required under 10 CFR 50.34(a)(1) as part of the second part of the application. In accordance with 10 CFR 2.101(a)(5),
TVA submitted the following in part one of its CP application:
the environmental report required by 10 CFR 50.30(f) the filing fee information required by 10 CFR 50.30(e) and 10 CFR 170.21 the general information required by 10 CFR 50.33 As stated in TVAs April 28, 2025 letter, part two of TVAs application for a CP was to contain the remainder of the preliminary safety analysis report required by 10 CFR 50.34(a) and it was submitted in accordance with the requirements of 10 CFR 2.101(a)(5) on May 20, 2025 (ML251404A062).
The NRC staff has reviewed part one of TVAs application for a CP and determined that the submitted portion of the application is complete and acceptable for docketing. The docket number assigned to this project is 50-0615 and this docket number should be included on all
Scott Hunnewell future correspondence. A separate completeness and acceptability review is being performed part two of TVAs application for a CP (ML251404A062) and, if it is acceptable for docketing, NRC will send a separate acceptance letter to TVA with a proposed review schedule and resource estimates, along with a FR Notice on the acceptance of the entire CP application and the notice of opportunity for a hearing on the contents of the application.
Enclosed is the notice that was forwarded to the Federal Register (ML25133A184), informing the public of the docketing of part one of TVAs application for a CP.
