Location: Pollard Technology Conference Center Auditorium, 210 Badger Ave., Oak Ridge, TN 37830 Purpose of the Meeting(s):
For the U.S. Nuclear Regulatory Commission (NRC) staff to provide an overview of the NRC safety and environmental review process for Tennessee Valley Authoritys (TVA) construction permit (CP) application for construction of the GEH [GEV] BWRX-300 reactor at the Clinch River Nuclear Site (Unit 1), how and when the public may participate in the NRC review process, if desired, and to give the public the opportunity to ask questions about the NRC review process and other matters related to TVAs CP application.
Summary of Meetings:
The NRC conducted two meetings from 1:00 - 4:00 p.m. and 6:00 - 9:00 p.m. Eastern Standard Time (EST), and both were preceded open houses that began 30 minutes prior to the start of each meeting. During these open houses members of the public met informally with NRC staff and asked questions related to NRCs review process and NRCs regulatory role in application reviews. The meeting was facilitated by Lance Rakovan, of the NRC, and NRC management, Michele Sampson Director, Division of New and Renewed Licenses in the Office of Nuclear Reactor Regulation (NRR) was present to give opening and closing remarks. Other NRC staff were present to answer technical and regulatory questions as needed. Mr. Rakovan started the meeting and provided an overview of the agenda, ground rules and expectations, which was followed by opening remarks by Michele Sampson. NRC project managers Allen Fetter (NRR) and Madelyn Nagel, the Office of Nuclear Material Safety and Safeguards (NMSS) presented slides on NRCs safety and environmental review processes for the CP application and how the public can participate during those review processes. Staff noted that if TVAs CP application is approved by NRC, TVA could build a BWRX-300 reactor at the Clinch River Nuclear site but would still need to get a subsequent operating license (OL) application approved before the reactor could begin operating. The remainder of each session was dedicated to addressing questions and to comments from members of the public. Michele Sampson, DNRL Director, closed out each session.
The afternoon and evening meetings were attended by approximately 70 people, in total. Only several participants asked questions and/or provided comments during the afternoon session and evening sessions. The main comments and questions brought up during both sessions
[responses, as practicable] were as follows: queries about changes that could affect/expedite
NRC review schedules [ADVANCE Act, other internal and external initiatives to improve agency review efficiencies], the size of the emergency planning zone (EPZ) [will be known at the OL application stage], evaluation of environmental justice [no longer evaluated by NRC, but socioeconomics are still part of environmental reviews], the potential use of the 10 CFR Part 53 regulatory framework [not possible for the Clinch River CPA review, but will be available to be used for advanced reactors in the future (2027 timeframe)], if BWRX-300 is a BWR [yes] and the MWt of the reactor [870 MWt], why TVA is using the two-step (Part 50) instead of the one-step licensing process (Part 52) [applicant decision], lessons learned from previous reactor projects [publicly-available lessons learned report on Vogtle 3 & 4 project], benefits of this project for other sites using the BWRX-300 reactor [potential to transition to one-step COL process (depends on whether the BWRX-300 becomes a certified design or obtains standard design approval)], BWR vs. PWR reviews by NRC [reviews are technology neutral - the regulatory requirements are the same regardless of reactor design].

Action Items/Next Steps:
TVA submitted to NRC the CP application for the Clinch River Nuclear Site, Unit 1 in two parts (ADAMS Accession numbers ML25118209 and ML25140A602), on April 28, 2025 and May 20, 2025, respectively. NRC accepted the entire CP application for docketing and detailed review on July 9, 2025 (ML25182A151) and provided TVA with a review schedule and resource letter on July 25, 2025 (ML25205A005)
