The August 7, 2024, meeting was a closed meeting due to the proprietary nature of the information discussed. No members of the public were in attendance. The August 21, 2024, meeting was an Observation meeting in which attendees had the opportunity to observe the U.S. Nuclear Regulatory (NRC) performing its regulatory function or discussing regulatory issues. Attendees had an opportunity to ask questions of the NRC staff or to make comments about the issues discussed following the business portion of the meeting; however, the NRC was not actively soliciting comments towards regulatory decisions at this meeting.

Purpose of the Meetings:

To discuss Electric Power Research Institutes (EPRI's) responses to Requests for Additional Information (RAIs) 8 and 9 (ADAMS Accession No. ML24131A043) associated with the NRC staffs review of Technical Report BWRVIP-100, Revision 2, BWR

[Boiling Water Reactor] Vessel and Internals Project, Updated Assessment of the Fracture Toughness of Irradiated Stainless Steel for BWR Internal Components.

General Details:

On August 7, 2024, the NRC staff held a closed meeting with EPRI to discuss responses to the NRC staffs RAIs regarding EPRI Report BWRVIP-100, Revision 2 (ADAMS Accession No. ML24036A003). The meeting began at 10:00 am and ended at 11:00 am. There were six NRC staff, five EPRI representatives, and no members of the public.

The meeting began with introductions of the NRC staff and EPRI members.

On August 21, 2024, the NRC staff held an observation meeting with EPRI to discuss responses to the NRC staffs RAIs regarding EPRI Report BWRVIP-100, Revision 2. The meeting began at 10:00 am and ended at 11:00am. There were six NRC staff, five EPRI representatives, and no members of the public. The meeting began with introductions of the NRC staff and EPRI members.

Summary of Meetings: On August 7, 2024, the NRC staff began the discussion by explaining its concerns with EPRIs response to RAI 8. The NRC staff requested that EPRI provide a justification for the potential non-conservatism identified. The EPRI representatives stated they will look for more information to provide the staff for justification. Next, the NRC staff discussed EPRIs response to RAI 9, specifically that BWRVIP-100, Revision 2, does not contain sufficient information for the NRC staff to judge the acceptability of the fluence calculations of Zorita and Barsebck, Unit 2 materials.

On August 21, 2024, the NRC staff first requested that EPRI Technical Report MRP-392, Materials Reliability Program: Zorita Internals Research Project: Radiation and Temperature Analysis of Zorita Baffle Plate and Core Barrel Weld Materials (MRP-392), to be submitted to

the docket to include in the staffs safety determination. In addition, the NRC staff requested information pertaining to the Barsebck fluence calculations, in particularly the code used and its validation; supporting information on the international research program(s); conservatisms in the data and/or correlations; and which data in BWRVIP-100, Revision 2, is from Zorita and which is from Barsebck.

In addition, the NRC staff recommended a virtual audit to further delve into the nonpublic information in MRP-392. EPRI representatives agreed.

Action Items/Next Steps:

The NRC staff will issue a meeting summary for the meetings.

EPRI representatives agreed to provide supplementary information for each RAI, and if NRC determines it is necessary, hold a virtual audit.
