SUBJECT:

SUMMARY

OF DECEMBER 1, 2022, MEETING WITH FLORIDA POWER AND LIGHT ON ST. LUCIE AND TURKEY POINT IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT REQUESTS (EPID NOS. L-2021-LLI-0000 AND L-2021-LLI-0002)

On December 1, 2022, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power and Light (FPL, the licensee). The purpose of the meeting was to discuss the license amendment requests (LARs) for St. Lucie Plant, Unit Nos. 1 and 2 (St. Lucie) to convert to improved standard technical specifications in accordance with NUREG-1432, Standard Technical Specifications -

Combustion Engineering Plants, Revision 5 (improved standard Technical Specifications (ISTS)) and Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) to convert to improved standard technical specifications in accordance with NUREG-1431, Standard Technical Specifications - Westinghouse Plants, Revision 5. The meeting notice and agenda, dated October 31, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML22304A051. A list of attendees is provided in the Enclosure.

The following items for the St. Lucie review were discussed during the meeting:

NRC and licensee staff provided a current status of the review effort.

o NRC staff informed the licensee that questions were being developed related to Section 3.9.

Licensee staff provided a status of request for additional information responses related to the St. Lucie review effort.

The following items for the Turkey Point review effort were also discussed:

The licensee staff informed NRC staff of how they intend to address administrative changes related to Section 3.3.

A discussion was also held between NRC and licensee staff regarding the licensees plan to remove setpoints from the Technical Specifications to the licensee-controlled Technical Requirement Manual.
