The U.S. Nuclear Regulatory Commission (NRC, the Commission) has issued the following enclosed amendments in response to the Exelon Generation Company, LLC (Exelon, the licensee) application dated June 30, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21181A180), as supplemented by letter dated January 4, 2022 (ADAMS Accession No. ML22004A341):

The amendments revise the reactor coolant leakage requirements in the technical specifications for each facility based on Technical Specifications Task Force (TSTF) Traveler TSTF-554, Revision 1, Revise Reactor Coolant Leakage Requirements, (ADAMS Accession No. ML20016A233).

A copy of the NRC staffs Safety Evaluation is also enclosed. The Notice of Issuance will be included in the Commissions Federal Register notice.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commissions regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commissions regulations and all applicable requirements have been satisfied.

2.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Renewed Facility Operating License No. NPF-72 is hereby amended to read as follows:

Technical Specifications The Technical Specifications contained in Appendix A as revised through Amendment No. 223 and the Environmental Protection Plan contained in Appendix B, both of which are attached hereto, are hereby incorporated into the renewed license. This license amendment is effective as of the date of its issuance and shall be implemented within 60 days of the date of issuance.

Exelon Generation Company, pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess, and use in amounts as required any byproduct, source or special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration or associated with radioactive apparatus or components; and (5)

Exelon Generation Company, pursuant to the Act and 10 CFR Parts 30, 40 and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by the operation of the facility.

C.

This renewed license shall be deemed to contain and is subject to the conditions specified in the Commissions regulations set forth in 10 CFR Chapter I and is subject to all applicable provisions of the Act and to the rules, regulations, and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:

(1)

Maximum Power Level The licensee is authorized to operate the facility at reactor core power levels not in excess of 3645 megawatts thermal (100 percent rated power) in accordance with the conditions specified herein.

(2)

Technical Specifications The Technical Specifications contained in Appendix A as revised through Amendment No. 223 and the Environmental Protection Plan contained in Appendix B, both of which are attached hereto, are hereby incorporated into the renewed license. The licensee shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

Definitions 1.1 BRAIDWOOD UNITS 1 & 2 1.1 4 Amendment 223 1.1 Definitions INSERVICE TESTING The INSERVICE TESTING PROGRAM is the licensee PROGRAM program that fulfills the requirements of 10 CFR 50.55a(f).

LEAKAGE LEAKAGE shall be:

a.

Identified LEAKAGE

1. LEAKAGE, such as that from pump seals or valve packing (except Reactor Coolant pump (RCP) seal water injection or leakoff),

that is captured and conducted to collection systems or a sump or collecting tank;

2. LEAKAGE into the containment atmosphere from sources that are both specifically located and known to not interfere with the operation of leakage detection systems; or
3. Reactor Coolant System (RCS) LEAKAGE through a steam generator to the Secondary System (primary to secondary LEAKAGE);

b.

Unidentified LEAKAGE All LEAKAGE (except RCP seal water injection or leakoff) that is not identified LEAKAGE; and c.

Pressure Boundary LEAKAGE LEAKAGE (except primary to secondary LEAKAGE) through a fault in an RCS component body, pipe wall, or vessel wall. LEAKAGE past seals, packing, and gaskets is not pressure boundary LEAKAGE.

MASTER RELAY TEST A MASTER RELAY TEST shall consist of energizing each master relay and verifying the OPERABILITY of each relay. The MASTER RELAY TEST shall include a continuity check of each associated slave relay.

RCS Operational LEAKAGE 3.4.13 BRAIDWOOD UNITS 1 & 2 3.4.13 1 Amendment 223 3.4 REACTOR COOLANT SYSTEM (RCS) 3.4.13 RCS Operational LEAKAGE LCO 3.4.13 RCS operational LEAKAGE shall be limited to:

a.

No pressure boundary LEAKAGE; b.

1 gpm unidentified LEAKAGE; c.

10 gpm identified LEAKAGE; and d.

150 gallons per day primary to secondary LEAKAGE through any one steam generator (SG).

LINEAR HEAT GENERATION The LHGR shall be the heat generation rate per RATE (LHGR) unit length of fuel rod. It is the integral of the heat flux over the heat transfer area associated with the unit length.

LOGIC SYSTEM FUNCTIONAL A LOGIC SYSTEM FUNCTIONAL TEST shall be a test TEST of all logic components required for OPERABILITY of a logic circuit, from as close to the sensor as practicable up to, but not including, the actuated device, to verify OPERABILITY. The LOGIC SYSTEM FUNCTIONAL TEST may be performed by means of any series of sequential, overlapping, or total system steps so that the entire logic system is tested.

MINIMUM CRITICAL POWER The MCPR shall be the smallest critical power RATIO (MCPR) ratio (CPR) that exists in the core for each class of fuel. The CPR is that power in the assembly that is calculated by application of the appropriate correlation(s) to cause some point in the assembly to experience boiling transition, divided by the actual assembly operating power.

MODE A MODE shall correspond to any one inclusive combination of mode switch position, average reactor coolant temperature, and reactor vessel head closure bolt tensioning specified in Table 1.1-1 with fuel in the reactor vessel.

DEFINITIONS END-OF-CYCLE RECIRCULATION PUMP TRIP SYSTEM RESPONSE TIME 1.12 The END-OF-CYCLE RECIRCULATION PUMP TRIP SYSTEM RESPONSE TIME shall be that time interval to complete suppression of the electric arc between the fully open contacts of the recirculation pump circuit breaker from initial movement of the associated:

a.

Turbine stop valves, and b.

Turbine control valves.

This total system response time consists of two components, the instrumen-tation response time and the breaker arc suppression time. These times may be measured by any series of sequential, overlapping or total steps such that the entire response time is measured.

FREQUENCY NOTATION 1.15 The FREQUENCY NOTATION specified for the performance of Surveillance Requirements shall correspond to the intervals defined in Table 1.1.

HIGH (POWER) TRIP SETPOINT (HTSP) 1.15a The high power trip setpoint associated with the Rod Block Monitor (RBM) rod block trip setting applicable above 85% reactor thermal power.

IDENTIFIED LEAKAGE 1.16 IDENTIFIED LEAKAGE shall be:

a.

Leakage into collection systems, such as pump seal or valve packing leaks, that is captured and conducted to a sump or collecting tank, or b.

Leakage into the containment atmosphere from sources that are both specifically located and known to not interfere with the operation of the leakage detection systems.

INSERVICE TESTING PROGRAM 1.16a The INSERVICE TESTING PROGRAM is the licensee program that fulfills the requirements of 10 CFR 50.55a(f).

INTERMEDIATE (POWER) TRIP SETPOINT (ITSP) 1.16b The intermediate power trip setpoint associated with the Rod Block Monitor (RBM) rod block trip setting applicable between 65% and 85% reactor thermal power.

ISOLATION SYSTEM RESPONSE TIME 1.17 The ISOLATION SYSTEM RESPONSE TIME shall be that time interval from when the monitored parameter exceeds its isolation actuation setpoint at the channel sensor until the isolation valves travel to their required positions.

Times shall include diesel generator starting and sequence loading delays where applicable. The response time may be measured by any series of sequential, overlapping or total steps such that the entire response time is measured.

LIMITING CONTROL ROD PATTERN 1.18 A LIMITING CONTROL ROD PATTERN shall be a pattern which results in the core being on a thermal hydraulic limit, i.e., operating on a limiting value for APLHGR, LHGR, or MCPR.

LINEAR HEAT GENERATION RATE 1.19 LINEAR HEAT GENERATION RATE (LHGR) shall be the heat generation per unit length of fuel rod. It is the integral of the heat flux over the heat transfer area associated with the unit length.

LIMERICK - UNIT 1 1-3 Amendment No. 66, 225, 254

DEFINITIONS OPERATIONAL CONDITION - CONDITION 1.26 An OPERATIONAL CONDITION, i.e., CONDITION, shall be any one inclusive combination of mode switch position and average reactor coolant tempera-ture as specified in Table 1.2.

PHYSICS TESTS 1.27 PHYSICS TESTS shall be those tests performed to measure the fundamental nuclear characteristics of the reactor core and related instrumentation and (1) described in Chapter 14 of the FSAR, (2) authorized under the provisions of 10 CFR 50.59, or (3) otherwise approved by the Commission.

PRESSURE BOUNDARY LEAKAGE 1.28 PRESSURE BOUNDARY LEAKAGE shall be leakage through a fault in a reactor coolant system component body, pipe wall or vessel wall. Leakage past seals, packing, and gaskets is not PRESSURE BOUNDARY LEAKAGE.

PRESSURE AND TEMPERATURE LIMITS REPORT (PTLR) 1.28a The PTLR is the unit specific document that provides the reactor vessel pressure and temperature limits, including heatup and cooldown rates, for the current vessel fluence period. The pressure and temperature limits shall be determined for each fluence period in accordance with Specification 6.9.1.13.

PRIMARY CONTAINMENT INTEGRITY 1.29 PRIMARY CONTAINMENT INTEGRITY shall exist when:

a.

All primary containment penetrations required to be closed during accident conditions are either:

1.

Capable of being closed by an OPERABLE primary containment automatic isolation system, or 2.

Closed by at least one manual valve, blind flange, or deactivated automatic valve secured in its closed position, except for valves that are opened under administrative control as permitted by Specification 3.6.3.

b.

All primary containment equipment hatches are closed and sealed.

c.

The primary containment air lock is in compliance with the requirements of Specification 3.6.1.3.

d.

The primary containment leakage rates are within the limits of Specification 3.6.1.2.

e.

The suppression chamber is in compliance with the requirements of Specification 3.6.2.1.

f.

The sealing mechanism associated with each primary containment penetration; e.g., welds, bellows, or O-rings, is OPERABLE.

PROCESS CONTROL PROGRAM 1.30 The PROCESS CONTROL PROGRAM (PCP) shall contain the provisions to assure that the solidification or dewatering and packaging of radioactive wastes results in a waste package with properties that meet the minimum and stability requirements of 10 CFR Part 61 and other requirements for transportation to the disposal site and receipt at the disposal site.

With solidification or dewatering, the PCP shall identify the process parameters influencing solidification or dewatering, based on laboratory scale and full scale testing or experience.

DEFINITIONS END-OF-CYCLE RECIRCULATION PUMP TRIP SYSTEM RESPONSE TIME 1.12 The END-OF-CYCLE RECIRCULATION PUMP TRIP SYSTEM RESPONSE TIME shall be that time interval to complete suppression of the electric arc between the fully open contacts of the recirculation pump circuit breaker from initial movement of the associated:

a.

Turbine stop valves, and b.

Turbine control valves.

This total system response time consists of two components, the instrumen-tation response time and the breaker arc suppression time. These times may be measured by any series of sequential, overlapping or total steps such that the entire response time is measured.

Leakage into collection systems, such as pump seal or valve packing leaks, that is captured and conducted to a sump or collecting tank, or b.

INSERVICE TESTING PROGRAM 1.16a The INSERVICE TESTING PROGRAM is the licensee program that fulfills the requirements of 10 CFR 50.55a(f).

INTERMEDIATE (POWER) TRIP SETPOINT (ITSP) 1.16b The intermediate power trip setpoint associated with the Rod Block Monitor (RBM) rod block trip setting applicable between 65% and 85% reactor thermal power.

ISOLATION SYSTEM RESPONSE TIME 1.17 The ISOLATION SYSTEM RESPONSE TIME shall be that time interval from when the monitored parameter exceeds its isolation actuation setpoint at the channel sensor until the isolation valves travel to their required positions.

Times shall include diesel generator starting and sequence loading delays where applicable. The response time may be measured by any series of sequential, overlapping or total steps such that the entire response time is measured.

LIMITING CONTROL ROD PATTERN 1.18 A LIMITING CONTROL ROD PATTERN shall be a pattern which results in the core being on a thermal hydraulic limit, i.e., operating on a limiting value for APLHGR, LHGR, or MCPR.

LINEAR HEAT GENERATION RATE 1.19 LINEAR HEAT GENERATION RATE (LHGR) shall be the heat generation per unit length of fuel rod. It is the integral of the heat flux over the heat transfer area associated with the unit length.

LIMERICK - UNIT 2 1-3 Amendment No. 48, 188, 216

DEFINITIONS OPERATIONAL CONDITION - CONDITION 1.26 An OPERATIONAL CONDITION, i.e., CONDITION, shall be any one inclusive combination of mode switch position and average reactor coolant tempera-ture as specified in Table 1.2.

PHYSICS TESTS 1.27 PHYSICS TESTS shall be those tests performed to measure the fundamental nuclear characteristics of the reactor core and related instrumentation and (1) described in Chapter 14 of the FSAR, (2) authorized under the provisions of 10 CFR 50.59, or (3) otherwise approved by the Commission.

PRESSURE BOUNDARY LEAKAGE 1.28 PRESSURE BOUNDARY LEAKAGE shall be leakage through a fault in a reactor coolant system component body, pipe wall or vessel wall. Leakage past seals, packing, and gaskets is not PRESSURE BOUNDARY LEAKAGE.

PRESSURE AND TEMPERATURE LIMITS REPORT (PTLR) 1.28a The PTLR is the unit specific document that provides the reactor vessel pressure and temperature limits, including heatup and cooldown rates, for the current vessel fluence period. The pressure and temperature limits shall be determined for each fluence period in accordance with Specification 6.9.1.13.

PRIMARY CONTAINMENT INTEGRITY 1.29 PRIMARY CONTAINMENT INTEGRITY shall exist when:

a.

All primary containment penetrations required to be closed during accident conditions are either:

Capable of being closed by an OPERABLE primary containment automatic isolation system, or 2.

Closed by at least one manual valve, blind flange, or deactivated automatic valve secured in its closed position, except for valves that are opened under administrative control as permitted by Specification 3.6.3.

b.

All primary containment equipment hatches are closed and sealed.

c.

The primary containment air lock is in compliance with the requirements of Specification 3.6.1.3.

The primary containment leakage rates are within the limits of Specification 3.6.1.2.

The suppression chamber is in compliance with the requirements of Specification 3.6.2.1.

The sealing mechanism associated with each primary containment penetration; e.g., welds, bellows, or O-rings, is OPERABLE.

PROCESS CONTROL PROGRAM 1.30 The PROCESS CONTROL PROGRAM (PCP) shall contain the provisions to assure that the solidification or dewatering and packaging of radioactive wastes results in a waste package with properties that meet the minimum and stability requirements of 10 CFR Part 61 and other requirements for trans-portation to the disposal site and receipt at the disposal site. With solidification or dewatering, the PCP shall identify the process parameters influencing solidification or dewatering based on laboratory scale and full scale testing or experience.

Fuel Storage and Handling (Section 9.1, SSER 4)*

a. Fuel assemblies, when stored in their shipping containers, shall be stacked no more than three containers high.
b. When not in the reactor vessel, no more than three fuel assemblies shall be allowed outside of their shipping containers or storage racks in the New Fuel Vault or Spent Fuel Storage Facility.
c. The above three fuel assemblies shall maintain a minimum edge-to-edge spacing of twelve (12) inches from the shipping container array and approved storage rack locations.
d. The New Fuel Storage Vault shall have no more than ten fresh fuel assemblies uncovered at any one time.

LEAKAGE through a fault in a Reactor Coolant System (RCS) component body, pipe wall, or vessel wall. LEAKAGE past seals, packing, and gaskets is not pressure boundary LEAKAGE.

LINEAR HEAT GENERATION The LHGR shall be the heat generation rate per RATE (LHGR) unit length of fuel rod. It is the integral of the heat flux over the heat transfer area associated with the unit length.

LOGIC SYSTEM FUNCTIONAL A LOGIC SYSTEM FUNCTIONAL TEST shall be a test TEST of all logic components required for OPERABILITY of a logic circuit, from as close to the sensor as practicable up to, but not including, the actuated device, to verify OPERABILITY. The LOGIC SYSTEM FUNCTIONAL TEST may be performed by means of any series of sequential, overlapping, or total system steps so that the entire logic system is tested.

MINIMUM CRITICAL POWER The MCPR shall be the smallest critical power RATIO (MCPR) ratio (CPR) that exists in the core for each class of fuel. The CPR is that power in the assembly that is calculated by application of the appropriate correlation(s) to cause some point in the assembly to experience boiling transition, divided by the actual assembly operating power.

MODE A MODE shall correspond to any one inclusive combination of mode switch position, average reactor coolant temperature, and reactor vessel head closure bolt tensioning specified in Table 1.1-1 with fuel in the reactor vessel.

OPERABLE OPERABILITY A system, subsystem, division, component, or device shall be OPERABLE or have OPERABILITY when it is capable of performing its specified safety function(s) and when all necessary attendant instrumentation, controls, normal or emergency electrical power, cooling and seal water, lubrication, and other auxiliary equipment that are required for the system, subsystem, division, component, or device to perform its specified safety function(s) are also capable of performing their related support function(s).

This license shall be deemed to contain and is subject to the conditions specified in the following Commission regulations in 10 CFR Part 20, Section 30.34 of Part 30, Section 40.41 of Part 40, Sections 50.54 and 50.59 of Part 50, and Section 70.32 of Part 70; and is subject to all applicable provisions of the Act and rules, regulations and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified below:

The January 4, 2022, supplemental letter provided additional information that clarified the application, did not expand the scope of the application as originally noticed, and did not change the U.S. Nuclear Regulatory Commission (NRC, the Commission) staffs original proposed no significant hazards consideration determination as published in the Federal Register on September 7, 2021 (86 FR 50194).

1.1 Reactor Coolant System Description Components that contain or transport the coolant to or from the reactor core make up the RCS.

Materials can degrade as a result of the complex interaction of the materials, the stresses they encounter, and through operational wear or mechanical deterioration during normal and upset operating environments. Such material degradation could lead to leakage of reactor coolant into containment buildings.

RCS leakage falls under two main categories: identified leakage and unidentified leakage.

Identifying the sources of leakage is necessary for prompt identification of potentially adverse conditions, assessment of safety significance of the leakage, and quick corrective action. A limited amount of leakage from the reactor coolant pressure boundary directly into the containment/drywell atmosphere is expected as the RCS and other connected systems cannot be made 100 percent leak tight. This leakage is detected, located, and isolated from the containment atmosphere so as to not interfere with measurement of unexpected RCS leakage detection.

The safety significance of RCS leakage varies widely depending on its source, rate, and duration. Therefore, detecting and monitoring RCS leakage into the containment area is necessary. Separation of identified leakage from unidentified leakage provides quantitative information to the operators, allowing them to take corrective action should leakage occur that is detrimental to the safety of the unit and the public.

1.2 Proposed TS Changes to Adopt TSTF-554, Revision 1 In accordance with the NRC staff-approved TSTF-554, Revision 1, the licensee proposed to change the following TS requirements for RCS operational leakage:

For each facility, the TS definition of identified leakage would be revised to remove the exclusion of pressure boundary leakage from identified leakage by deleting the phrase not to be pressure boundary LEAKAGE and making conforming editorial changes.

This change would revise paragraph b of the IDENTIFIED LEAKAGE definition in TS 1.16 for Limerick and paragraph a.2. of the LEAKAGE definition in TS 1.1, Definitions, for the other facilities.

Pressure boundary leakage is currently defined in the TSs as leakage (except primary to secondary leakage in a pressurized-water reactor) through a nonisolable fault in an RCS component body, pipe wall, or vessel wall. For each facility, the TS definition of pressure boundary leakage would be revised to delete the word nonisolable. The following sentence (with some format differences for Limerick) would also be added to this definition: LEAKAGE past seals, packing, and gaskets is not pressure boundary LEAKAGE. These changes would revise paragraph c of the LEAKAGE definition in TS 1.1 for Braidwood, Byron, Calvert Cliffs, Ginna, NMP-2; paragraph d of the LEAKAGE definition in TS 1.1 for Clinton, Dresden, FitzPatrick, LaSalle, Peach Bottom, Quad Cities; and TS 1.28 for Limerick.

Additional editorial changes would be made to the LEAKAGE definition in the TSs for Braidwood, Byron, Calver Cliffs, Clinton, Ginna, FitzPatrick, and Peach Bottom.

The RCS operational leakage requirements in TS 3.4.4 for Dresden, FitzPatrick, Peach Bottom, Quad Cities and TS 3.4.5 for Clinton, LaSalle, and NMP-2 would be revised as follows:

o A new Condition A to isolate the pressure boundary leakage within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> would be added to the Actions section.

o Existing Conditions A, B, and C and the associated required actions would be renumbered.

o Existing Condition C would be revised to delete the condition Pressure boundary LEAKAGE exists, because pressure boundary leakage would be addressed by the new Condition A. In addition, this Condition would be revised to be applicable when the required action and associated completion time of the other conditions are not met.

The RCS operational leakage requirements in TS 3.4.13 for Braidwood, Byron, Calvert Cliffs, and Ginna would be revised as follows:

o A new Condition A to isolate the pressure boundary leakage within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> would be added to the Actions section.

o Existing Conditions A and B and the associated required actions would be renumbered.

o Existing Condition B would be revised to delete the condition Pressure boundary LEAKAGE exists, because pressure boundary leakage would be addressed by the new Condition A. In addition, this Condition would be revised to be applicable when the required action and associated completion time of the other conditions are not met.

For Limerick, Action a of TS 3/4.4.3.2, Operational Leakage, would be revised to require the isolation of pressure boundary leakage within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />. Otherwise, Action a would continue to require the unit to be in at least hot shutdown within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> and cold shutdown within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

1.3 Variations from TSTF-554 The following variations from TSTF-554 were identified in the application and January 4, 2022, supplement:

The Limerick TSs are based on an older version of the Standard Technical Specification (STS), which has different formatting and wording than the current STS.

The required action for the current Clinton TS 3.4.5, Condition B, only provides one of the two options listed in the STS 3.4.5 for Condition B.

The current required action B.2 in Dresden and Quad Cities TS 3.4.4 is worded differently than the STS.

The semicolon at the end of the unidentified LEAKAGE definition would be retained in the TSs for Clinton, Dresden, FitzPatrick, LaSalle, Peach Bottom, and Quad Cities for grammatical consistency.

2.0 REGULATORY EVALUATION

Title 10 of the Code of Federal Regulations (10 CFR) 50.36(c)(2) requires that TSs include limiting conditions for operation (LCOs). Per 10 CFR 50.36(c)(2)(i), LCOs are the lowest functional capability or performance levels of equipment required for safe operation of the facility. The regulation also requires that when an LCO of a nuclear reactor is not met, the licensee shall shut down the reactor or follow any remedial action permitted by the TSs until the condition can be met.

The regulation at 10 CFR 50.2, Definitions, defines the reactor coolant pressure boundary as all those pressure-containing components of boiling and pressurized water-cooled nuclear power reactors, such as pressure vessels, piping, pumps, and valves. Regulatory Guide (RG) 1.45, Revision 1, Guidance on Monitoring and Responding to Reactor Coolant System Leakage, dated May 2008 (ADAMS Accession No. ML073200271), Section B, Discussion Leakage Separation, provides information related to separation between identified and unidentified leakage.

The NRC staffs guidance for the review of TSs is in Chapter 16.0, Revision 3, Technical Specifications, dated March 2010 (ADAMS Accession No. ML100351425), of NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants:

LWR [Light-Water Reactor] Edition. As described therein, as part of the regulatory standardization effort, the NRC staff has prepared STSs for each of the LWR nuclear designs.

Accordingly, the NRC staffs review includes consideration of whether the proposed changes are consistent with the applicable STSs, as modified by NRC-approved travelers. The applicable STSs to the facilities are:

NUREG-0123, Rev. 2, Standard Technical Specifications for General Electric Boiling Water Reactors [BWRs], dated August 1979 (ADAMS Accession No. ML19249E868).

NUREG-1431, Standard Technical Specifications, Westinghouse Plants, Volume 1, Specifications, and Volume 2, Bases, Revision 4.0, dated April 2012 (ADAMS Accession Nos. ML12100A222 and ML12100A228, respectively).

NUREG-1432, Standard Technical Specifications, Combustion Engineering Plants, Volume 1, Specifications, and Volume 2, Bases, Revision 4.0, dated April 2012 (ADAMS Accession Nos. ML12102A165 and ML12102A169, respectively).

NUREG-1433, Standard Technical Specifications, General Electric BWR/4 Plants, Volume 1, Specifications, and Volume 2, Bases, Revision 4.0, dated April 2012 (ADAMS Accession Nos. ML12104A192 and ML12104A193, respectively).

NUREG-1434, Standard Technical Specifications, General Electric BWR/6 Plants Volume 1, Specifications, and Volume 2, Bases, Revision 4.0, dated April 2012 (ADAMS Accession Nos. ML12104A195 and ML12104A196, respectively).

The traveler TSTF-554 revised the STSs related to RCS operational leakage and the definition of LEAKAGE in NUREG-1431 through -1434. By letter dated December 18, 2020 (ADAMS Package Accession No. ML20324A083), the NRC staff approved TSTF-554, Revision 1, and provided the associated safety evaluation (SE) to the TSTF. The Limerick TSs are based on NUREG-0123, Revision 2, which is an older version of the STS. Although TSTF-554 did not revise NUREG-0123, Revision 2, this does not preclude the adoption of TSTF-554 at Limerick.

3.0 TECHNICAL EVALUATION

3.1 Proposed TS Changes to Adopt TSTF-554 The NRC staff compared the licensees proposed TS changes in Section 1.2 of this SE against the approved changes in TSTF-554. In accordance with the SRP Chapter 16.0, the NRC staff determined that the STS changes approved in TSTF-554 are applicable to the facilities because these facilities are Westinghouse, Combustion Engineering, and General Electric designs and the NRC staff approved the TSTF-554 changes for such designs. The NRC finds that the licensees proposed TS changes for each facility, as described in Section 1.2 of this SE, are consistent with TSTF-554.

In the SE for TSTF-554, the NRC staff concluded that the changes to the STS in TSTF-554 were acceptable. The NRC determined that the licensees proposed TS changes for each facility, as described in Section 1.2 of this SE, are consistent with TSTF-554 and that the NRC staff findings in the SE for TSTF-554 are applicable to this license amendment request. The NRC staff finds that, with the proposed changes, LCO 3.4.4 for Dresden, FitzPatrick, Peach Bottom, and Quad Cities, LCO 3.4.5 for Clinton, LaSalle, and NMP-2, LCO 3.4.13 for Braidwood, Byron, Calvert Cliffs, and Ginna, and LCO 3.4.3.2 for Limerick would continue to specify the lowest functional capability or performance levels of equipment required for safe operation of the facilities, as required by 10 CFR 50.36(c)(2)(i). In addition, the NRC staff finds that the proposed Required Action A.1 and associated Completion Time for the condition where one of these LCOs is not met due to pressure boundary leakage are adequate remedial actions to be taken until the LCO can be met, as they provide adequate protection to the health and safety of the public. Therefore, the NRC staff concludes that the proposed TS changes for each facility are acceptable.

3.2 Variations from TSTF-554 The application states:

The Limerick TSs are based on an older version of the STS (NUREG-0123, Revision 2),

which has different formatting and wording than the current STS.

The required action for the current Clinton TS 3.4.5, Condition B, only provides one of the two options listed in the STS 3.4.5 for Condition B.

The current required action B.2 in Dresden and Quad Cities TS 3.4.4 is worded differently than the STS.

In addition, the January 4, 2022, supplement states that the semicolon at the end of the unidentified LEAKAGE definition would be retained in the TSs for Clinton, Dresden, FitzPatrick, LaSalle, Peach Bottom, and Quad Cities for grammatical consistency.

The NRC staff finds that these variations do not affect the applicability of TSTF-554 to Clinton, Dresden, FitzPatrick, LaSalle, Limerick, Peach Bottom, and Quad Cities.

3.3 TS Change Consistency The NRC staff reviewed the proposed TS changes for technical clarity and consistency with the existing requirements for customary terminology and formatting. The NRC staff finds that the proposed changes are consistent with Chapter 16.0 of the SRP and are therefore acceptable.

4.0 STATE CONSULTATION

In accordance with the Commissions regulations, the Illinois, Maryland, Pennsylvania, and New York State officials were notified of the proposed issuance of the amendments on December 7, 2021. The State officials had no comments.

5.0 ENVIRONMENTAL CONSIDERATION

The amendments change requirements with respect to installation or use of facility components located within the restricted area as defined in 10 CFR Part 20. The NRC staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendments involve no significant hazards consideration, and there has been no public comment on such finding (86 FR 50194; September 7, 2021). In addition, the amendments make editorial, corrective, or other minor revisions to the TSs. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9) and 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.

6.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) there is reasonable assurance that such activities will be conducted in compliance with the Commissions regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
